The Department of Environmental Protection, Office of the Commissioner, is seeking to fill a Policy Development Specialist vacancy in Augusta.
BRIEF JOB DESCRIPTION:This position coordinates development of Department rules agency-wide, and ensures the Department fulfills all requirements for rulemaking under the Maine Administrative Procedures Act. This position also coordinates the Department’s primary federal grant agreements and develops fiscal estimates for legislation affecting the Department. This position requires demonstrated proficiency in drafting regulatory language, interpreting legislation, summarizing public comment, and analyzing the fiscal and operational impact of complex regulatory changes. This is a supervisory position.
There will be hybrid remote/in-person work opportunities with this position after management approval and following the DEP Telework Policy.

MINIMUM QUALIFICATIONS:A nine (9) year combination of education, training, and/or professional level experience in public/business administration or a directly related area which includes experience in policy development, analysis, and implementation.
Preference will be given to candidates with skills and experience:
+ Experience developing state environmental rules
+ Education and/or experience related to environmental policy or environmental law
+ Advanced degree
+ Experience managing stakeholder groups
+ Workflow process improvement experience
