    The Integrated Mobility Division (IMD) administers state and federal funds for public transportation, bicycle, and pedestrian programs and provides subject matter expertise related to multimodal transportation planning, innovation, technology, and emerging mobility trends. IMD’s core mission is to provide leadership for safe, affordable, and innovative multimodal transportation through North Carolina. IMD’s goals include eliminating transportation barriers, ensuring equal access to opportunities for all North Carolinians, enhancing quality of life by providing safe multimodal transportation choices, and ensuring safety for all road users.

     

    This position serves as an Engineer in the Program and Project Management Branch, reporting to the Program and Project Management Branch Manager. This role requires in depth knowledge and oversight of the Integrated Mobility Division’s programmatic areas; assists the Branch Manager in decision-making, client contacts, meetings with local elected and system officials and presents to Executive Management and federal, State and local officials. The position is responsible for programmatic data collection, analysis, and review within the Branch, and the integration of public transit, pedestrian, and bicycle-oriented services into all transportation plans and projects.

     

    Knowledge, Skills and Abilities / Competencies

    + Demonstrated ability to review engineering/technical plans and/or data for completeness, compatibility, compliance with engineering principles, standards, codes and design needs and to make recommendations to higher level engineers or managers on project concerns/issues.

    + Demonstrated ability to ensure sufficient coverage/resources for proposed program/project, under the guidance of a higher-level engineer or manager.

    + Demonstrated ability to make recommendations to approve routine engineering/technical designs and/or program/project specifications of other engineers to meet desired compliance with engineering principles, standards, codes, designs and statutes.

    + Demonstrated ability to apply mathematical, physical, and engineering sciences to routine services or creative work as well as consultation, investigation, evaluation, planning, and design of engineering/geomatic projects using appropriate planning methods and resources.

    + Demonstrated ability to research, evaluate, and recommend resources as needed for activities assigned to the Program and Project Management Branch.

    + Demonstrated ability to manage projects and consultants.

    Additional Expectations:

    Skill in collecting and analyzing data and information and interpreting trends to inform policy initiatives. Skill in communicating effectively to agency personnel, officials, and the general public in oral and written form. Knowledge of data collection, interpretation, and presentation methods related to mode-specific and multi-modal data sets, including volumes, projections, and forecasts for various modes. Working knowledge of public transportation modes and their interrelationships; analytical planning techniques and their application in the area of public transportation; and of the principles and practices of grants administration. Ability to assist the Branch Manager and IMD Director in decision-making, client contacts, meetings with local elected and system officials, and presentations to Executive Management and federal, state and local officials. Ability to work independently, with little supervision, and ability to provide clear guidance, creativity, and critical thinking to support the planning, organization, integration, and innovative activities of the Division.

     

    Minimum Education and Experience Requirements

    Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.

     

    Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
