    Position will serve as Division 8 Maintenance Staff Engineer located in the Carthage Division Office in Moore County. Position will provide assistance to the Division Maintenance Engineer (DME) with administrative and technical guidance of the concepts of pavement management, administration, safety, and public relations to the County Maintenance Offices, Roadside Environmental Unit, Traffic Services, Bridge Maintenance, and Equipment Unit. Assists with the planning and execution of the 5-year Road Maintenance Improvement Plan (RMIP), 5-year Highway Maintenance Improvement Plan (HMIP) and the 10-year Interstate Maintenance Program. Serve as a subject matter expert for Agile Assets (AMS, MMS, BMS and PMS) and other asset management tools for the Division. Provide timely technical guidance in the application of pavement treatment and recommend alternative treatments as field conditions dictate. Assist the DME with budget administration. Receives and responds to public questions and compliance including unpaved road ratings, traffic problems, drainage problems, right of way questions on force account work, etc. Provide direct field representation for Division in addressing inquiries from the public, DOT officials, news, media, local state and federal agencies concerning projects, plans, proposed work and general questions regarding policy and procedure.

    + Knowledge and understanding of engineering concepts, maintenance practices and theories used in maintenance of all roadway assets and experience planning, developing, designing, scheduling, tracking and completing projects, independently or with minimal supervision

    + Experience in performing engineering analysis and preparing technical, statistical, and managerial reports

    + Experience supervising, motivating, counseling, and training other engineers and technicians

    + Experience collaborating with others in finding solutions to controversial or sensitive matters that establish precedents

    + Experience reviewing engineered plans and details to determine compliance and compatibility with construction and engineering principles and maintenance standards, codes, designs, and statutes

    Additional Expectations:

    Applicant must have a general knowledge of professional engineering theory, techniques, practices, and procedures; and skills in applying this knowledge. Ability to apply general knowledge of local, state, and federal regulations governing the area of work. Ability to manage subordinate Engineers and lead personnel in general Departmental operations. Ability to assist or conduct investigations and participate in disciplinary actions. Must possess knowledge of general office procedures, operation of various office equipment, as well as general computer software applications such as MS Word, MS Excel, Agile Assets (AMS, MMS, BMS and PMS), Survey123, ArcGIS and SAP. Ability to work independently and prioritize daily tasks. Ability to identify and address quality of work and performance improvement issues for the unit. Ability to base judgments on facts and reasoning and ensure that the work conducted is in compliance with local, state and federal regulations and standards. Ability to identify problems, report potential problems, and assess options. Ability to communicate and implement new policies and procedures. Ability to communicate with individual work units, organization, external customers, and the public on program elements and/or engineering/architect resources. Ability to disseminate information on changes in policies, procedures, and protocols. Ability to prepare, organize, and review written reports; ability to guide staff in providing appropriate documentation to support conclusions. Ability to acquire basic understanding of working relationships with co-workers and others to achieve work goals. This position will function primarily in an office environment; however, outside work will be performed due to inspections and facilities management duties. This position could be subjected to various types of weather and terrain on projects.

     

    Minimum Education and Experience Requirements

    Bachelor’s degree in engineering from an appropriately accredited institution and a minimum of six years progressive engineering experience including four years of supervisory experience; or an equivalent combination of education and experience.

     

    Necessary Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
