    Position classification

    Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

    What Success Looks Like In This Job

     

    Under the supervision of the Right-of-Way Supervisor, we are seeking a candidate to perform complex functions in administering the County’s Development Standards and Regulations, including right-of-way dedications associated with development applications and review of property boundaries and legal descriptions for real property. The candidate will customarily and regularly perform independent work that affects the right-of-way group to a substantial degree, will carry out major assignments, and will have the authority to negotiate on significant matters concerning right-of-way as assigned. The candidate will also provide information and answers questions of County staff and the public in matters regarding right-of-way dedications and easements.

     

    Examples of Duties for Success

     

    + Research deeds, gather data, and produce right-of-way documents for easement and right-of-way acquisition.

    + Reviews and evaluates development review applications to ensure consistency with the Adams County development policies and regulations.

    + Reviews and evaluates subdivision plats to ensure consistency with County, state and federal regulations.

    + Reviews building permits and related right-of-way dedication and requirements associated with the permits.

    + Secures new deeds, easements, and agreements necessary for the acquisition of or user of property by the County in conjunction with any land use or building permit case wherein such acquisition is appropriate.

    + Reviews and prepares documents for the County’s right-of-way acquisitions and obtains rights to use property.

    + Processes the dedications of right-of-way, easements, and miscellaneous related documents for consideration by the Adams County Planning Commission and the Board of County Commissioners.

    + Confers with and advises developers, property owners, builders, attorneys, contractors, engineers, and the public regarding County land use regulations, development processes, and other regulations.

    + Review title reports to verify proper title is being transferred to the County, perform title searches to determine validity and adequacy of existing right-of-way dedications.

    + Determine right-of-way concerns affecting the County; determine location of right-of-way.

    + Assigns addresses to newly created lots within subdivisions and as otherwise necessary.

    + Performs other related duties and responsibilities as required.

     

    Qualifications for Success

     

    + Ability to determine status of existing right-of-way and easements agreements.

    + Ability to prepare legal documents relating to right-of-way conveyances and easements.

    + Independently research the records of Clerk and Recorder's Office for property descriptions, ownerships, and deeds.

    + Understand and apply information presented in title policies and title commitments to development properties and applications.

    + Familiarity with applicable Colorado laws related to the practice of land surveying and the division of or the development of property.

    + Read and interpret plats, maps, survey notes, and legal descriptions of property, plot plans and profiles.

    + Ability to read and interpret legal descriptions in conformance with standard practice.

    + Perform moderately difficult mathematical computations.

    + Keep records and prepare clear, concise and complete written and oral reports.

    + Interpret and apply federal, state and local policies, procedures, laws and regulations. Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

    + Familiarity with computer software programs such as Microsoft Office products. Communicate clearly and concisely, both orally and in writing.

     

    More Qualifications for Success

     

    Experience:One (1) years’ experience as a right-of-way agent or closely related right-of-way experience.

    Education and Training:

    + High school diploma or GED equivalent required.

    + Supplemental training held in a professional technical institute and organizations and/or college with course work in real estate law, engineering, surveying, and other related fields is preferred.

     

    License or Certificate:Possession of, or ability to obtain, an appropriate, valid driver's license.

     

    Background Check:Must pass a criminal background check.

    Special requirements include the following essential duties, which require these physical abilities and work environment:

    + Ability to sit, stand, walk, kneel, crouch, squat, and stoop.

    + Ability to lift a minimum of 45 pounds.

    + Exposure to outdoor weather conditions may occur on the job.

    + Close vision (clear vision at 20 inches or less).

    + Distance vision (clear vision at 20 feet or more).

    + Color vision (ability to identify and distinguish colors).
