    The Division of Administration/Office of Technology Services has a vacancy. This job title has an assigned pay grade of TS-316. This position is located in the Operations Section. Req. 208573

    Minimum Qualifications

    Seven years of experience in information technology or administrative services; OR

     

    Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR

     

    An associate’s degree in information technology or accounting plus five years of experience in information technology or administrative services; OR

     

    A bachelor’s degree plus five years of experience in information technology or administrative services; OR

    A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR

    A master’s degree plus four years of experience in information technology or administrative services.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    NOTE:

    A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

    Job Duties and Other Information

     

    The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services (OTS) will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

     

    The incumbent in this position would be responsible for the contracting process in the Vendor and Provider Management area of OTS. This lead position working with the Division of Administration (DOA), Office of Technology Services (OTS) executive management, Agency Relationship Managers and consolidated state agencies on behalf of OTS, directly with the Office of State Procurement in the following areas, developing the most complex contracts for state wide systems and services, business process analysis, project management and coordination, quality assurance and review. This position is responsible for performing functions in the areas of complex contract development and functions as the lead worker. The functions performed include highly complex contract development, IT planning, budgeting, reporting, fiscal management, financing, negotiating terms and conditions on vendor agreement, developing bid documents and contracts for multi-state agency solutions and services for major programs and systems development within OTS.

    Job Duties:

    30% Serves as program manager for an assigned operational function of the Office of Technology Services in the areas of contracts, and, fiscal support. As program manager, responsible for assisting management in planning, implementing, and evaluating goals and results for the assigned operational function.

     

    30% Responsible for leading the most complex negotiations and recommends statewide information technology contracts, IT planning, budgeting, reporting, fiscal management, financing, negotiating terms and conditions on vendor agreement, developing bid documents and contracts for multi-state agency solutions and services for major programs and systems development within OTS and for executive approval. Lead worker assisting other lesser contract employees as it’s relative to budget, purchasing, and contracts for the fulfillment of DOA IT needs and requirements.

     

    20% Reviews recommendations made by lower-level personnel; may exercise direct or functional supervision. Accountable for consistency and accuracy in the contracting operational function; provides recommendations to management in order to improve operational efficiencies relative to work processes performed by lower-level personnel.

     

    15% Reviews and approves necessary documentation for the assigned operational function; ensures appropriate maintenance of associated records are maintained for audit purposes.

     

    5% Other duties as needed and/or directed by the State CIO or his designee.

     

    This vacancy will be filled by new hire or by promotion of a current permanent status classified employee.
