    Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. Responsibilities As a BUDGET ANALYST, GS-0560-09, you will perform moderately difficult and complex assignments consisting of well-precedented tasks tofurther orient the employee in the application of occupational principles, methods, and techniques. Execute budget. Continually analyze and evaluates change and gaps in program plans and funding. Perform program analysis of actual expenditures compared to planned utilization of annual budget and/or allotment authority, evaluates fund availability to achieve balance of approved objectives and determines where reprogramming actions may be necessary. Provide financial advice, interpretation, and guidance on a variety of budget related matters, to include types of funding available, budgetary changes, and year-end closeout procedures. Prepare budget related reports, written correspondence and other documentation. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Deputy Chief of Staff G3 AOC 2: NG employees in the Deputy Chief of Staff G3 AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel) Military Grades: OFFICER 01-04 WARRANT OFFICER W01-CW05 ENLISTED E1-E89 Supervisor for this position is MAJ Manotti *NOTE: Accessioning into this position is contingent upon verification of Tier 1 Security Clearance. DOD Level 1 FM Certification required within 2 years of hire. GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Application must indicate 3 months of basic finance budget training or competencies that provided knowledge of financial principles and procedures. Must have some understanding of the basic principles and concepts of the National Guard financial budget business program requirements. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP. REPROMOTION CONSIDERATION (Applies to technician applicants only.) Technicians who have been demoted from this or a higher grade previously held in the same occupational series without personal cause and who are not in a grade retention status will be given consideration for re-promotion. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
