THE POSITION

This is a managerial and supervisory position that oversees work in the Asphalt Studies Lab within our Materials Division’s Laboratory Testing Section. DESCRIPTION OF WORK
In this position, you will manage technical employees who perform testing of asphalt and related materials used in highway construction projects. You will be expected to approve test results and assist in resolving problems related to the interpretation of specifications and plans. Our team will rely on you to be responsible for all testing, analysis, research, specification, and policy development within the Asphalt Studies Lab, as well as for developing or establishing the standards for asphalt related material sample testing and analysis. This includes verifying that the correct testing procedures were followed and ensuring accuracy, timeliness, and continual improvement of work.
Your responsibilities will involve communicating effectively with PennDOT, its partners, and internal teams. You will interact directly with suppliers and internal and external customers to ensure the lab is meeting the needs and expectations of its customers or business partners; liaise with professional associations and statewide teams regarding asphalt and pavement; and present information to groups of various sizes. Work Schedule and Additional Information:
+ Full-time employment
+ Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
+ This position is eligible for Alternate Work Schedules (AWS).
+ Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
+ Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
+ Two years of experience as a Materials Manager 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); o r
+ Seven years of progressively responsible and varied experience in the testing of materials used in highway, bridge, building, hydraulic, soils or similar testing programs; and graduation from high school. An Associate Degree or two years of college in an engineering or science technology program may be substituted for one year of the required experience;or
+ Three years of progressively responsible and varied experience in the testing of materials used in highway, bridge, building, hydraulic, soils or similar testing programs; and a Bachelor's Degree in a physical science or closely related field;or
+ Any equivalent combination of experience and training.
