About the division:
Metropolitan Transportation Services (MTS), conducts planning for the regional transportation system that includes highways, transit, aviation, freight, and bicycle and pedestrian connections. The Metropolitan Council is the regions federally designated Metropolitan Planning Organization. MTS also provides direct transit service through contracts or partnerships with counties to deliver six major programs: Metro Mobility/ADA, Transit Link Dial-a-Ride, contracted regular-route bus service, micro-transit, Metro Move, and Metro Vanpool.

The Reporting and Data Analyst Manager typically oversees the collection, management, and interpretation of data to support business operations. Responsibilities include:
+ Developing and maintaining reports and dashboards for tracking KPIs.
+ Analyzing contractor performance and customer service metrics.
+ Ensuring data accuracy and integrity for strategic decision-making.
+ Training staff in business-critical systems and reporting tools.
What you would do in this job
1. Identify official data sources, create interface and develop reports and dashboards using tools such as Power BI, to track KPIs, manager ad hoc requests and regular required measurements (such as the monthly Bonus & Credit processes used to measure contractor performance).
+ Create dashboards/reports to support the management and monitoring of contractor performance, including accessing multiple data sources and providing visualization output.
+ Create dashboards and reports to assist in the management and monitoring of customer experience, including accessing multiple data sources and providing visualizations. Collaborate with business subject matter experts to identify new data sources or reporting that support the output.
+ Maintain existing dashboards and reports, ensuring data links are maintained and monitored for completeness.
+ Provide development expertise for ad hoc data or visualization requests, identifying proper sources of data and developing output to support requests.
2. Provide data science and analytical expertise, to monitor trends and gather insight for additional tracking metrics or operational improvements to ensure contractor performance and customer service goals are being met.
+ Maintain business knowledge and work with business subject matter experts to identify new data sources or reporting structures that facilitate the management of business processes.
+ Propose and develop new analytics and statistical evaluations to support reporting solutions and improve operational efficiencies.
+ Utilize machine learning and statistical modeling methods to track and identify opportunities for improving reporting to support processes and efficiencies.
3. Monitor, audit, and maintain reports to ensure data accuracy and rationalize reports as business processes or report requirements change.
+ Regularly audit the data sets used for reporting to ensure completeness and accuracy.
+ Regularly audit dashboards and reports to ensure calculations and visualizations are complete and accurate.
+ Regularly review dashboards and reports to determine usage and efficacy and rationalize or replace any that are not helping in the management or efficiency of business processes.
4. Supervise the work of a Business Analyst for systems support (TRAPEZE, APEX, MTS Invoicing/Incident) to ensure business-critical systems are operational and maintained to support business needs.
+ Oversee end-user support for business-critical systems (TRAPEZE, APEX, MTS Invoicing/Incident), ensuring that training and interface with Council IS staff regarding maintenance schedules are properly managed.
+ Manage Business Analyst work in support of business-critical systems, including providing feedback on performance and managing goals and expectations.
+ Determine priorities and assign work as needed to support business requests for enhancements and ongoing support.
5. Maintain a knowledge base (through education and learning) to act as an expert resource to ensure best practices for analytics/reporting and act as a business representative with IS for supporting initiatives and development.
+ Represent the business unit with IS on development and support activity, such as steering teams or development groups.
+ Provide feedback to IS on toolset improvements or replacements they are managing.
+ Coordinate with other data analytics group within the Council to share best practices.
+ Ensure continuing education on data analytics and reporting changes, identifying potential usage for future business unit needs.
What education and experience are required for this job (minimum qualifications)
Any of the following combinations of progressively responsible experience with data analytics and/or reporting,AND two (2) years of supervisory or managerial work experience.
+ High school diploma/GED with nine (9) years of experience, including two (2) years of experience in management or supervision.
+ Associate degree with seven (7) years of experience, including two (2) years of experience in management or supervision.
+ Bachelor’s degree or higher with five (five) years of experience, including two (2) years of experience in management or supervision.
What knowledge, skills, and abilities you should have within the first six months on the job:
Knowledge of:
+ Principles, methods, and techniques for gathering and evaluating data using data access tools.
+ Principles, methods, and techniques for developing and communicating information using a variety of reporting and visualization tools.
+ Contract administration and performance requirements.
+ Public transportation processes and requirements.
+ Financial analysis strategies and techniques.
Skills in:
+ Proficiency in Microsoft Word, Excel, PowerPoint, Access, or equivalent packages.
+ Proficiency in data querying tools such as Business Intelligence (BI) and SQL.
Ability to:
+ Effectively present information and communicate concepts to all levels of an organization.
+ To be creative in working with reporting software to gather data necessary for evaluations.
+ To write reports, business correspondence, and procedure manuals.
+ To innovate solutions to improve reporting and business processes.
+ To manage and lead others to support critical systems and processes.
+ To evaluate data results/trendlines and advise on operational and strategic decision-making.
What additional skills and experience would be helpful in this job (desired qualifications):
+ Intermediate to advanced skills and experience using Trapeze, Apex, and BI software.
+ Public Sector or Transportation Industry experience.
+ Experience with auditing data, budgets, and maintaining dashboards.
+ Experience working with diverse populations of internal and external customers.

Full Salary: $45.05 -$73.11 hourly/ $93,704 -$152,069 annually
Anticipated Hiring Range: $93,704 - $130,000 annually.
Work Environment:
Work is performed in a standard office setting and in the field. Requires conducting field inspections and off site duties as required. Position has exposure to working near moving parts, fumes airborne particles, outdoor weather conditions and vibration. Some positions may require travel between primary worksite to other sites.
