    Work Environment:

    This position is Full-time, is Hybrid (Remote/Home Office w/requirement to report to Work location per business needs),

    Position Summary:

    The Office of Facility Schools at CDE is seeking a knowledgeable and dedicated IEP and Assessment System Trainer to lead the integration, training, and support related to our electronic IEP (Individualized Education Program) system and state assessments. This role plays a critical part in ensuring compliance with IDEA (Individuals with Disabilities Education Act) and ECEA (Exceptional Children’s Education Act), while supporting the professional development of school staff. The ideal candidate will have extensive experience in special education, deep knowledge of legal requirements, and proven skills in delivering technical and procedural training.

     

    The final salary is anticipated to fall within the posted salary range, however could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity.

    Major Duties and Responsibilities:

    State Assessments Key Duties and Responsibilities:

    + Assists the District Assessment Coordinator with state assessments for Facility Schools (FS).

    + Completes all required State Assessment training provided by CDE, WIDA, and College Board.

    + Coordinates with the School Assessment Coordinators (SACs) to access State Assessment Platforms, Pearson Access Next, and College Board.

    + Supports the DAC on CMAS and PSAT/ SAT procedures and requirements as assigned.

    + Prepares, provides and monitors the training of CMAS and PSAT/SAT Test Administrators, and SSD Coordinators, to administer the assessments in a standardized, ethical manner, taking all precautions to prevent misadministration.

    + Validates student registration data for CMAS and PSAT/SAT.

    + Collaborate with DAC on unique accommodations requests.

    + Responsible for creating, managing and updating user accounts and permissions for Facility School personnel in Pearson Access Next and College Board.

    + Provides tech support for student applications for State Assessments: TestNav and Blue Book.

    + Responsible for completion of post-test tasks in Pearson Access Next and Test Day Tool Kit and Student Data Management System.

    + Validates that all forms related to CMAS and PSAT/SAT are submitted by Facility Schools and submitted to CDE.

    + Maintains contact and email distribution list for the School Assessment Coordinators.

    IEP/Special Education System Administration Key Duties and Responsibilities:

    + Is one of the FS system administrators and secondary contact for the state electronic IEP system.

    + Is the liaison between FS and the IEP system vendor.

    + Responsible for creating, managing and updating user accounts and permissions for Facility School personnel in the IEP system.

    + Provides consultation and technical support for problem solving IEP system issues and IEP related issues within the system as they arise.

    + Submits tickets to IEP System support when system issues can’t be resolved.

    + Deploys and tests IEP System updates and communicates updates to users.

    + Co-leads meetings and communication with the IEP System Administrator for the IEP System Power User Group in Facility Schools on updates, issues, and reminders in regularly scheduled meetings and emails as needed.

     

    Responsible for establishing IEP System electronic transfer processes for Facility Schools and Districts across the state, and managing these transfers within the IEP system.

     

    + Validates data for reporting.

    + Creates and shares IEP System reports.

    + Provides training for Facility Schools on the electronic IEP system. Develop and update training materials and tutorials.

    + Provides support for special education processes to special education teachers and special education directors in accordance with IDEA Regulation, ECEA Rules and Out of District Manual, CDE IEP Procedural Guidance Document and any other supporting resources.

    + Provides school district representatives with access to the FS instance of the IEP system for their students in FS.

    + Maintains contact and email distribution list for the IEP System Power Users.

    + Responsible for participating in the ongoing planning, development, testing, and deployment of the new IEP system.

    Monitoring Key Duties and Responsibilities:

    + Review IEPs in preparation for monitoring visits

    + Provide targeted Special Education (IEP) training to facility schools based on need

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    MINIMUMEDUCATION ANDEXPERIENCE REQUIREMENTS:

    + Bachelor's Degree in Special Education, Education or related field required

    + Minimum 3 years experience administering state assessments-CMAS, CoAlt, SAT. PSAT, ACT, ACCESS, Alt-ACCESS

    + Knowledge and experience implementing and training for a statewide program

    + Minimum 2 years experience using an electronic IEP system

    + Experience with curriculum and assessment data and analytics

    + Extensive knowledge, minimum of 3-5 years of special education and IEP writing and implementation

    + Experience with secure distribution and collection of state assessment materials and data

    + Ability to train and provide support for school assessment coordinators including assessment security and protocols

    + Strong knowledge and experience with multiple electronic platforms

    + Ability to direct and coordinate the work of a team

    + Thorough knowledge of special education requirements and regulations (IDEA and ECEA)

    + Ability to work independently, as part of a team and with approved facility schools across the state

    + Excellent organizational and strong written and verbal communication skills

    + Strong attention to detail (proofing work, spelling, grammar, formatting, etc.)

    + Ability to effectively balance quality of work and productivity expectations

    + Ability to effectively collaborate with internal and external customers (i.e., vendors, school districts, facility schools, other state agencies, other CDE units, etc.)

    + Ability to prioritize and organize work to accommodate and meet the changing needs of the department, unit, and office, and meet deadlines

    + Takes initiative and exhibits a proactive approach to work and problem solving

    + Exhibits CDE's mission, vision, and values by the consistent expression of professional, respectful, and customer service-oriented behaviors

    + Strong skills and experience in providing training and presentations. Including demonstrated effectiveness in delivering professional learning to adult learners
