JOB SPECIFICS
The IT Security Manager provides specialized leadership and technical directions to the Security Division within the Washington County Information Technology Department. This role works as part of the IT Leadership team to develop security strategies for Washington County leaders, staff, elected officials, and external agencies. This role is accountable for developing and managing Information Security Systems including Criminal Justice Information Security (CJIS) data security, enforcing regulations, mandates and ensures compliance to all information security requirements. The IT Security Manager also defines metrics and develops a plan for meeting them. Must be able to collaborate with people from multiple departments and be able to convey processes and plans to non-technical stakeholders.
This leadership role must have the ability to lead the Information Security team, have the capacity to deliver the security standards, best practices, security architecture, improve security awareness and training. Ensure information security systems security compliance across Washington County (CJIS, PCI, HIPAA, etc.). You will also be required to prepare and manage to an annual budget, and work with staff at all levels of the County.
DESIRABLE EXPERIENCE:
+ Paid work experience in an IT Security team leadership role, or highly skilled information security analyst
+ Paid work experience in a leadership role managing projects and a technical team
+ Proven experience and comfort with enterprise-scale IT infrastructure and operations
+ Critical systems thinking with the ability to anticipate security needs for the County
+ Demonstrated ability to react quickly and respond effectively to security incidents and threats
+ Ability to communicate to a wide variety of individuals including senior leadership
+ Create an environment that encourages staff to perform to the best of their abilities and hold every employee accountable for results
+ Ability to provide excellent customer service to end users throughout the organization regardless of level of technical expertise
+ Relevant cybersecurity certifications - CISSP (Certified Information Systems Security Professional) and/or CISM (Certified Information Security Manager) or equivalent are a plus
+ Experience supporting law enforcement and/or Criminal Justice Information Systems a plus
SELECTION TECHNIQUE: Your training and experience will be rated based on the required application material submitted and the top scoring candidates will be forwarded to the hiring department for further consideration.
HOURS / DAYS: 8 hours per day, 5 days per week. Occasional after hours and weekend support. Work schedules (hours and days) and location are subject to change based on department needs.
ANTICIPATED HIRING RANGE: $105,851.20 - $144,601.60 annually

JOB SUMMARY
The IT Manager provides specialized leadership and technical direction to a division of the County IT function, exercises approval authority over IT policies and procedures, research and prepare policies and procedures and works as part of a team to develop IT goals and technology strategies with input from staff and technology users.
EMPLOYMENT CRITERIA
MINIMUM QUALIFICATIONS: This position requires a Master's degree in Information Technology, Public Administration, Business Administration or related field with six (6) years of professional level experience in IT and at least two (2) years of experience leading technical projects and/or teams; OR, a Bachelor's degree in Information Technology, Public Administration, Business Administration, or related field with eight (8) years of professional level experience in IT and at least two (2) years of experience leading technical projects and/or teams; OR, an Associate degree in Information Technology, Public Administration, Business Administration or related field with ten (10) years of professional level experience in IT and at least two (2) years of experience leading technical projects and/or teams OR an equivalent combination of education and job related work experience that totals twelve (12) years of professional level experience in IT and at least two(2) years of experience leading technical projects and/or teams. Depending on the position, specific technical experience and knowledge may be required.

DUTIES & RESPONSIBILITIES
Oversee the day-to-day operations and administrations of a division of the countywide information technology function:
• Evaluate countywide IT systems, services and policies;
• Research trends and best practices;
• Identify short and long-range investments to meet needed service levels;
• Provide input on architecture plans to optimize system compatibility within budget;
• Monitor and use industry trend information to improve investment longevity;
• Monitor shared services to maintain effective linkages;
• Recommend changes to systems and policies that improve service, security and reliability;
• Participate in preparation of the annual written plan;
• Recommend division and department goals and objectives;
• Ensure data security compliance with Federal, State and Local laws, regulations and ordinances;
• Assist in development and administration of operational policies and procedures to ensure compliance;
• Review division and departmental standard operating procedures for efficiency;
• Participate in the preparation and management of the division budget;
• Assess existing and anticipated service and staffing needs;
• Align budget with program changes;
• Assist in identifying technology solutions, maintain compatibility of systems and assist departments with budget projections for technology costs;
• Vendor contract negotiation and management;
• Estimate budget costs;
• Monitor spending;
• Approve expenditures; and
• Provide technical leadership for infrastructure, applications, operations or customer service.
WORK ENVIRONMENT
The work will involve remaining in a stationary position for extended periods of time, although the incumbent will need to move about inside the office to access files or equipment from time to time, and may occasionally need to travel to other sites to perform work or interact with other professionals. The ability to operate and interact with computers or other office equipment, via keyboard, mouse, touch screen, or other Human Interface Device (HID) is required. The incumbent will be exposed to noise and a regular flow of people around an office environment, assigned to changing priorities and occasionally required to work outside of typical business hours to meet project deadlines, or be available on an on-call basis for special projects or to provide support.
