    Management Accounting & Analysis (MAA) has an outstanding opportunity for an **Assistant Director** to provide strategic, operational, and analytical leadership in support of institution-wide financial management initiatives. This position serves as a key member of the MAA leadership team and is responsible for directing core cost accounting and analysis functions, including the development and negotiation of fringe benefit rates, facilities & administrative (F&A) rate proposals, and the implementation of internal cost pools to support the University’s Incentive Based Budgeting (IBB) model.

     

    The Assistant Director is a senior leader with expertise in cost accounting principles, federal and institutional compliance, and data-driven decision support. Reporting to the Director of Management Accounting & Analysis, the Assistant Director contributes to the department’s strategic direction, oversees high-impact projects, and manages a team of financial analysts engaged in complex financial modeling, forecasting, and policy development. This position will also serve as a key liaison to internal and external stakeholders, including executive leadership, campus financial leaders, and regulatory agencies.

     

    This position requires a high degree of professional judgment, analytical fluency, and the ability to interpret and apply complex regulatory guidance. The Assistant Director will have the ability to lead in a collaborative, matrixed environment; ensure alignment across financial systems and structures; and support continuous improvement efforts consistent with the University’s commitment to operational excellence and data-informed decision-making.

     

    **DUTIES AND RESPONSIBILITIES** Strategic Cost Accounting and Financial Analysis

    + Lead the full lifecycle development, modeling, and negotiation of fringe benefit and facilities & administrative (F&A) rate proposals.

    + Oversee the design, maintenance, and analysis of internal cost pools in alignment with the University’s Incentive Based Budgeting (IBB) model.

    + Provide expert-level financial modeling and forecasting to inform long-range planning and institutional resource strategies.

    + Monitor and interpret federal cost accounting regulations; ensure compliance across all related financial practices.

    + Collaborate with enterprise systems teams to ensure cost data and structures support regulatory and institutional requirements.Organizational Leadership and Strategic Planning

    + Provide direct management and oversight of cost accounting and analysis staff, ensuring alignment with departmental goals and institutional strategy.

    + Serve as a partner to the Director, supporting vision development, operational planning, and resource prioritization.

    + Lead implementation of Lean Management practices and dashboard performance metrics to drive accountability and continuous improvement.

    + Represent MAA in institutional planning efforts, cross-functional working groups, and high-impact financial initiatives.Institutional Collaboration and Communication

    + Serve as an advisor to campus stakeholders—including executive leadership, deans, and administrators—on cost allocation and recovery strategies.

    + Develop and deliver executive-level presentations on fringe benefits, F&A rates, and internal costing to inform strategic decision-making.

    + Coordinate communications and responses to federal agencies, peer institutions, and internal constituents regarding cost accounting practices.

    + Lead or contribute to policy development initiatives in collaboration with FPB, the Controller’s Office, and academic units.Special Projects and Continuous Improvement

    + Manage special projects, institutional requests, and emerging initiatives as assigned by the Director.

    + Monitor industry and regulatory trends; propose enhancements to costing approaches and compliance frameworks.

    + Cross-train team members and lead knowledge-sharing efforts to build organizational capacity and operational resilience.

    + Other duties as assigned.Lead Responsibilities

    + Lead the development, submission, and negotiation of the University’s annual fringe benefit rate proposal in compliance with federal cost principles.

    + Direct the full-cycle development and negotiation of facilities & administrative (F&A) rate proposals, including interim “practice year” modeling and reporting.

    + Oversee the design, implementation, and maintenance of internal cost pools that support the University’s Incentive Based Budgeting (IBB) framework.

    + Serve as the University’s primary point of contact for federal data requests, audit responses, and F&A/fringe proposal negotiations.

    + Present complex financial data and regulatory guidance to senior leadership, governance groups, and external partners to support institutional decision-making.

    + Partner with the Director to align MAA priorities with institutional strategies, financial policies, and regulatory changes.Supervisory Responsibilities

    + Manage, assign, and oversee staff work related to rate development, cost modeling, audit preparation, and proposal coordination.

    + Conduct performance evaluations, set individual and team goals, and implement performance improvement measures when necessary.

    + Mentor and develop staff to support professional growth, strengthen analytical capabilities, and foster team engagement.

    + Lead recruitment and hiring processes for assigned positions and promote a collaborative and inclusive team environment.

    + Approve leave and timesheets, ensure compliance with University HR policies, and document employee performance issues as appropriate.

    + Facilitate regular team and one-on-one meetings, communicate organizational priorities, and monitor key performance indicators to guide continuous improvement. **MINIMUM REQUIREMENTS**

    + Bachelor’s degree in accounting, finance, business administration, or a related field and 5 years of relevant experience to include 2 years of progressively responsible leadership/management experience; demonstrated commitment to developing others to become leaders

    + OR CPA AND 3 years of progressive experience.

    + OR Master’s Degree AND 3 years of progressive experience. **Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.** **ADDITIONAL REQUIREMENTS**

    + An equivalent combination of education and experience from which comparable knowledge and skills have been acquired may substitute for degree.

    + Proficiency in Microsoft Excel, including experience with financial modeling and analyzing large datasets.

    + Familiarity with enterprise financial systems such as Workday or other ERP platforms.

    + Experience working with data tools (e.g., Access, SQL, or similar) for financial data extraction and analysis.

    + Understanding of, and ability to apply generally accepted accounting principles and practices.

    + Ability to prepare accurate financial reports, reconciliations, and projections using institutional data.

    + Experience interpreting and applying financial regulations in a higher education or federally funded organization or other relevant regulatory experience.

    + Ability to document and support financial processes, internal controls, and audit responses.

    + Demonstrated experience in working with diverse groups, stakeholders, and teams; collaborative, inclusive, and service-oriented leadership style and the ability to foster a culture of excellence, accountability, and teamwork. **DESIRED QUALIFICATIONS**

    + Master’s degree or CPA.

    + Experience developing F&A, fringe benefit rates or internal cost pools for institutions of higher education or large-scale non-profits with substantial federal support.

    + Experience with interpreting and applying state or federal regulations/procedures.

    + Working knowledge of OMB Uniform Guidance (2 CFR 200) and its application to cost accounting and compliance.
