    The **Senior Analyst** within the Office of Management Accounting & Analysis (MAA) provides expert-level analysis to support the University’s complex financial structures, including Facilities & Administrative (F&A) rate development, Benefit Load Rate (BLR) proposals, Service and Recharge cost center hierarchy, and internal cost pool methodologies. This role plays a central part in enhancing the University’s Foundation Data Model (FDM), refining costing methodologies, and aligning financial data across systems to meet federal compliance and internal planning needs. The position works across institutional boundaries to ensure financial modeling and reporting support data-informed decision-making and compliance with federal cost accounting standards. This position plays a key role in mapping the Foundation Data Model (FDM), enhancing data quality and compliance in Workday, and delivering analytic support for complex institutional initiatives including the transition to Incentive-Based Budgeting (IBB). It also serves as a key analytical contributor to the negotiation and defense of rate proposals submitted to federal sponsors.

     

    **DUTIES AND RESPONSIBILITIES** Financial Modeling & Cost Structure Development

    + Lead the development and execution of complex financial models and data analyses to support Facilities & Administrative (F&A) and Benefit Load Rate (BLR) proposals, including comprehensive practice year data reconciliation and validation.

    + Develop and refine methodologies for internal cost pools to support IBB and other institutional planning initiatives.

    + Create tools to project impacts of indirect cost recovery, fringe benefit rates, and internal allocations.

    + Reconcile complex financial and HR data across systems (e.g., Workday, FM Systems) for rate development.

    + Prepare and document financial data for submission to federal agencies during rate negotiations and audits.

    + Ensure operational integrity for Service and Recharge centers to enable compliance oversight.

    + Collaborate with campus partners to develop reporting mechanisms for Service and Recharge centers.FDM Architecture & Systems/Data Integration

    + Collaborate with FPB business units, UW-IT, HR, and research to optimize Workday configuration and Foundation Data Model (FDM) for accurate compliance oversight, cost attribution and institutional reporting.

    + Lead data mapping and transformation initiatives between legacy systems and Workday to support historical continuity, analytical consistency, and audit traceability.

    + Identify, develop, and implement enhancements to dashboards, performance metrics, and reporting infrastructure to improve data accessibility and decision-making.

    + Assess and ensure data integrity, alignment, and standardization across enterprise platforms and source systems.Stakeholder Engagement

    + Subject matter expert to campus departments on federal costing compliance, internal cost pools, and institutional financial policies.

    + Develop and deliver targeted training and communication to enhance campus-wide understanding of F&A, BLR, and IBB methodologies.

    + Provide strategic guidance to stakeholders on regulatory updates, cost allocation practices, and financial reporting structures.

    + Lead engagement efforts with analysts and administrators, offering tools, resources, and support for effective cost modeling and compliance.Other duties as assigned

    + Represent MAA on cross-functional project teams and in vendor/consultant engagements.

    + Stay current with general and federal costing trends and university best practices across peer institutions.Lead Responsibilities

    + This position will be the lead person, responsible for identifying the data requirements and reconciliation of the data sets to ensure accurate and timely completion of F&A rate proposals, F&A practice year proposals, and annual BLR proposals. **MINIMUM REQUIREMENTS**

    + A Bachelor's degree in accounting, finance, or related field and 5 years of experience in accounting, to include a minimum of 3 years of experience in financial modeling, cost accounting, cost analysis, or closely related activities. **Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.** **ADDITIONAL REQUIREMENTS**

    + Advanced Excel modeling (including functions for cost projection and variance analysis).

    + Proficient in SQL for data extraction, transformation, and reconciliation across systems.

    + Demonstrated experience with ERP systems, such as Workday and Foundation Data Model (FDM) configurations.

    + Experience conducting data reconciliation between financial and HR systems.

    + Experience working with federal regulation or other compliance oversight responsibilities.

    + High degree of proficiency with data query/data management tools (Access, SQL).

    + Self-starter with the ability to streamline functions and passion to learn and grow.

    + Ability to work independently and within a team environment, with minimal supervision.

    + Ability to communicate clearly and effectively.

    + Detail and process-oriented.

    + Experience in effectively delivering presentations on complex financial topics.

    + Demonstrated experience in working with diverse groups, stakeholders, and teams; collaborative, inclusive, and service-oriented leadership style and the ability to foster a culture of excellence, accountability, and teamwork. **DESIRED QUALIFICATIONS**

    + Master’s degree or CPA.

    + Experience developing federal cost proposals and supporting audit documentation.

    + Familiarity with ERP integration and FDM architecture.

    + Experience with federal costing standards and responding to audit inquiries.

    + Exposure to higher education or nonprofit financial operations.
