Job Description
The Senior Director, U.S. Policy will be tasked with spearheading the analysis of international reference pricing (IRP) policy proposals, creating novel public policy solutions protecting the innovation business model, and developing policy strategies that advance AbbVie’s business objectives.
AbbVie’s Business Evolution Strategic Development (BESD) team is responsible for developing and executing forward-looking strategies that will ensure AbbVie’s readiness for, and ability to successfully navigate, potential changes in the healthcare environment. The Senior Director, U.S. Policy will be dedicated to the BESD IRP team and will be responsible for supporting the development of policy strategies that achieve the BESD enterprise goals, executing publicly facing strategies in partnership and alignment with the Government Affairs team, and representing the Government Affairs (GA) policy perspective on the IRP-with the BESD team.
Responsibilities
+ Lead the tracking and analysis of policy proposals related to IRP and provide timely updates to the BESD-IRP team.
+ Lead the development of novel policy solutions that advance BESD enterprise goals.
+ Develop communications that accurately reflect the political and policy implications of policy developments and the impact to the BESD-IRP strategy.
+ Support BESD in the policy related aspects of developing and executing bold, integrated, environment shaping strategies as well as business readiness strategies.
+ Lead the development of IRP briefing documents and other evidence to be used in internal education.
+ Ensure Government Affairs partners have the necessary policy documents and information that align with the BESD strategy to appropriately engage with stakeholders on IRP and cross cutting policy issues.
+ Represent Government Affairs in BESD-led forums to brief senior leaders on policy developments and novel policy solutions to those proposals.
+ Manage budget and deliverables from external policy consultants to ensure timely updates and robust analysis of policy developments.
Qualifications
+ Ten years of experience in progressively more responsible positions in government affairs and/or policy.
+ Must possess significant experience in the public policy arena with extensive knowledge in U.S. public policy and federal reimbursement systems.
+ Requires thorough knowledge of U.S. government policies, regulations, and rules that impact the pharmaceutical industry, as well as knowledge of how decisions are made at all relevant levels of U.S. federal and state government, as well as what types of input can help shape those decisions.
+ Must be able to integrate political, policy and government affairs expertise to develop and execute effective strategies.
+ Must be an individual with strong leadership skills and someone who enjoys working in a collegial, yet highly demanding culture.
+ Must be able to work collaboratively with business leaders and other internal stakeholders. Must have leadership qualities that allow them to drive policy analysis across business functions and develop consensus behind a common policy internally and externally.
+ Candidate must possess strong analytical, critical thinking and interpersonal skills, the ability to speak and write persuasively and with clarity, strong organizational skills, flexibility and adaptability to changing requirements, resourcefulness and creativity, strong decision-making capability, judgment and an ability to work collaboratively in a fluid organizational environment.
+ Must have high-level relationships with industry peers, government officials, think tanks and thought leaders to achieve AbbVie’s objectives.
+ Bachelor’s degree in related field such as health care administration, political science, public administration, or policy required. Experience in lieu of advance degree preferred and/or legal degree preferred.
+ Domestic travel (25% to 33%) required.

+ The compensation range described below is the range of possible base pay compensation that the Company believes in good faith it will pay for this role at the time of this posting based on the job grade for this position. Individual compensation paid within this range will depend on many factors including geographic location, and we may ultimately pay more or less than the posted range. This range may be modified in the future. Salary: $200,500 - $382,000
