Job Description
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $84,863. - $97,593.
THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF CHILD AND FAMILY SPECIALIST.
YOU MUST BE A CURRENT EMPLOYEE OF THE ADMINISTRATION FOR CHILDEN’S SERVICES TO BE CONSIDERED FOR THIS POSITION.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
Within ACS, the Division of Preventive Services (DPS) is a beacon of support to families by connecting them to community-based resources. The division works to provide resources that maintain the safety and well being of families. DPS provides guidance and resources to our contracted providers that strengthen their ability to assess and address the service needs of families.
The Preventive Family Team Conference office provides services designed to strengthen and stabilize families, prevent the need for out of home care, expedite permanency and prevent the replacement of children into foster care. In addition, the division provides policy guidance to Children Services’ staff and prevention provider agencies working with children and youth with a variety of educational, medical, mental health and developmental challenges.
Specific duties of the CFS/ Conference Facilitator will include but not limited to:
- Facilitate Elevated Risk and Quality Intervention Conferences using Children Services Family Team Conference Model.
- Utilize consensus decision making process to ensure sound decision-making involving children, families, service providers and community resources.
- Participate in Planning Conferences and Service Termination Conferences to ensure case plan decisions reflect Children’s Services’ values and principles and best practice standards.
- Ensure all safety and risk concerns are fully identified and addressed in the Family Team Conferences.
- Consistently apply and uphold state and city laws, regulation and policy related to delivery of child welfare services.
- Collaborate and coordinate with internal Divisions and provider agencies to guarantee open communication on individual cases.
- Maintain fidelity of the Family Team Conference Model.
- Make recommendations to Prevention Providers, including referrals and available resources.
- Collaborate and strengthen partnerships with a variety of community representatives to ensure their involvement in Family Team Conferences.
- Complete administrative functions, including the timely documentation and data entry of Family Team Conferences.
- Facilitate at least two conferences per day; three conferences if we can cluster.
- Collaborate with Children’s Services’ Division of Assurance concerning provider agency performance.
- Attend inter-/intra-agency meetings to share information, develop polices and procedures.
- Facilitate conferences and conduct case reviews during end of contracts.
- Participate in workgroups to inform policies and best practices within the prevention continuum.
- CFS follows up on case recommendations, resources and referrals made (to internal and external resources i.e. OPTA, APA, CBO)
-Conduct post conference follow-up with prevention services providers and documenting the status in CNNX progress notes.

Qualifications
A Masters Degree in Social Work from an accredited school of social work and
1. A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) and at least one year of full-time, satisfactory, post-graduate experience that includes substantial experience in one or more of the following modalities of practice: facilitation of family team conferences or family group decision-making meetings utilizing a conferencing model which emphasizes family engagement and consensus based decision-making; clinical group work with children, youth, parents or individual families; or the conduct of professional training on topics related to child and family services; or
2. A valid New York State Registration as a Licensed Master of Social Work (LMSW) and at least three years of the experience required in "1" above. Up to two years of this experience may have been in the supervision of social work practice areas described in "1" above; or
3. At least three years of the experience required in "1" above. A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work license (LMSW) must be obtained within one year of appointment.
Note: Employees who fail to obtain their LCSW or LMSW within one year after appointment may have their probationary periods extended for no more than six months. Failure to obtain the LCSW or LMSW by the end of the probationary period will result in dismissal.
Note: At least one year of the required experience described in "1", "2" and "3" above must have been obtained in the last five years.
