The Opportunity:
The Department of Defense (DoD) is advancing a strategic shift toward fully integrated, multidomain operations (MDO) to maintain decision superiority, operational agility, and technological overmatch in contested environments. Central to this effort is the Joint All-Domain Command and Control (JADC2) strategy, which aims to modernize how the Joint Force and its partners sense, make sense, and act across all domains—land, air, sea, space, and cyber. Through JADC2, the DoD is building an interoperable and adaptive command architecture that supports mission partners, synchronizes operations across services, and aligns emerging technologies with evolving threats.
Critical technology areas within JADC2 include integrated communications, networking, and Systems-of-Systems (SoS) that will advance warfighter capabilities. The focus of these technology areas is to enable seamless communication and real-time dissemination of information across the DoD, as well as with Allied Partners, and maintain effective Command and Control (C2) in a contested environment. To this end, the Collaborative Operations for Battlespace Resilient Architecture (COBRA) contract is a federated sponsorship of Government agencies seeking to lean forward in advancing these technologies and modernize its communications, networks, and systems technologies and techniques to achieve multi-domain battlespace integration.
COBRA provides a broad range of services for the advancement of integrated communications, networking, and SoS technologies within the DoD and its interagency mission partner. This includes advancing relevant technologies and techniques, Systems Engineering and Integration (SE&I), cybersecurity, operational integration and analysis, data analytics, and training, wargaming, and exercises.
We are seeking an experienced military professional to join our COBRA team supporting Army Futures Command Futures and Concepts Center (FCC) at Ft Eustis, VA. This position is contingent upon contract award of the COBRA contract
Key Responsibilities:
+ Identify capability gaps and develop DOTMLPF-P requirements
+ Provide subject matter expertise for capability development, gap analysis, and experiment planning
+ Generate and refine requirements for ACAT II and III programs
+ Support concept development and capability gap assessment for future Army force of 2040
+ Coordinate with government personnel on information collection and task analysis
+ Partner with experiment/exercise support teams and various stakeholders
+ Provide doctrinal expertise across all Warfighting Functions
+ Research and incorporate data from military policy, AFC campaign strategy, and war plans
+ Participate in software and hardware technology development
+ Analyze mission task completion and achievement of objectives
Qualifications:
_Required:_
+ Active Secret Clearance
+ 15+ years of experience in U.S. military agency (military or civilian) in progressive command and staff positions
+ Bachelor's degree (additional experience may be considered in lieu of degree)
+ Expertise in at least three of the following areas:
+ Service or joint doctrine (3+ years)
+ Service or joint staff organizations, functions, and procedures (3+ years)
+ Experience with service/joint organizations at Army Division level or higher
+ Preparation of briefs for general and senior field grade officers
+ Experience in TRADOC or FCC in Army concepts, integration, or capability development
+ Compilation and presentation of materials for senior officers (3+ years)
_Desired:_
+ US Army Futures Command experience
+ Command and General Staff College graduate
+ Completion of relevant Defense Acquisition University courses
+ Graduate of Capabilities, Training, and Doctrine Development Integration Course
+ Joint Capabilities Integration and Development System (JCIDS) experience

The proposed salary range for this position is:
$82,100-$172,400
