Job Summary
The Office of Budget and Resource Planning is seeking a Director of Budget Development and Analytics for Budget and Resource Planning. This is a full-time (1.00 FTE ), 12-month, professional faculty position.
Oregon State University ( OSU ) is a comprehensive research university and the state’s Land, Sea, Sun, and Space Grant University. The Office of Budget and Resource Planning develops and implements policies and procedures to help ensure the efficacy and integrity of resource allocations, budget planning and resource management of the University. The office reports to the President through the Vice President for Finance and Administration and is responsible for all-funds budget operations (exceeding $1.8 billion) including institutional responsibility for all revenue planning activities, preparation and control of annual and biennial budgets for the University, its instructional and research divisions, statewide public service units, and auxiliary enterprises. This position reports to, has delegated authority from, and may stand in for, the Associate Vice President for Budget and Resource Planning as necessary or appropriate.
The Director of Budget Development and Analytics leads the development of the University’s annual budget, development and assessment of long-term financial projections, scenario analysis, cost assessments and benchmarking. Additionally, this position works within the goals and priorities set by the university strategic plan, the Office of Budget and Resource Planning, and the Division of Finance and Administration, to determine and implement appropriate solutions for strategic and operational analytics and planning needs.
The position works with academic and administrative leadership on a variety of financial planning issues and works with external partners providing financial and strategic planning services to the university. The Interim Director also plays an important translational role to improve engagement among partners across the university in effective budgeting and financial management.

Key Responsibilities
Planning and University Wide Budgeting 45%
+ Work with Directors and Managers to assist with long-range planning and financial reporting of all units.
+ Use business intelligence software (Tableau, Power BI, Excel) to develop exploratory tools and explanatory analysis to assist Deans, Directors, and Managers with long term business plans and other long-range planning efforts.
+ Prepare, analyze, and visualize data findings for comparison, justification, and benchmark reporting and for strategic planning purposes as they relate to the University Strategic Plan ( PWS )
+ Develop proformas for the Board of Trustees that provide the financial implication of capital construction projects on campus.
+ Assist with developing 10-year planning reports for the University using forecasting software.
+ Perform quantitative analysis, forecasting and reporting to support institutional planning.
+ Assess significance of revenue and expenditure trends and variances and identify revenue and expenditure variances that may adversely affect financial integrity.
+ Research, analyze, and compile data; prepare accounting and/or statistical reports.
+ Prepare complex data visualizations and reports to inform strategic decision making within the context of the financial and academic landscape of the university
+ Develop debt schedule analysis based on capital forecast to provide information on general fund operations.
+ Maintain administrative labor spend database in collaboration with external consortium for internal and external comparisons/trends/labor analysis.
+ Prepare and submit university operating budgets for the Board of Trustees.
+ Coordinate with, and respond to inquiries from unit budget managers, senior management, financial partners, and others concerning institutional budget development activities.
+ Develop instructions, direct analysis of requests, and prepare budget materials for the internal university budget and resource planning process.
+ Develop and prepare regular financial and budget variance reports for easy review and monitoring of campus expenditures.
+ Assist with the management and development of university-wide process improvement plans that flexibly showcase the complex interaction between relevant academic outputs/metrics and financial resources/expenditures.
+ In collaboration with unit management, monitor budgets for all units, including the OSU Statewide Public Service units, OSU Cascades and research units.
+ Prepare and submit timely and accurate periodic and ad hoc budget reports to state, federal and university officials.
Analysis and Communications 40%
+ Manage, define, clean, and prepare large datasets across a variety of data platforms for complex exploratory and explanatory analyses at the intersection of budget, finance, HR, and academic data.
+ Analyze data to provide units across campus with the “big picture” and inform financially based strategic decision making at the University level.
+ Effectively communicate financial reports to managers, directors, and stakeholders as appropriate by providing timely, accurate information on a regular basis. Reports provided should be easy to understand and follow.
+ Collaborate with others to develop and execute communication plans and data-informed strategies based on analysis, strategic outcomes, and the university budget model.
+ Provide subject matter expertise in response to inquiries from financial partners and others concerning a variety of budget and reporting issues.
+ Evaluate and modify, as necessary, department policies, training materials and website information. Cooperate with OSU departments, to provide input on policy modifications, as needed. Represent institution on committees and appropriate professional associations.
+ Provide financial information to HECC and other State constituents.
+ Educate campus community as needed on budget development process and the tuition setting process.
Projects/Other Duties as Assigned 15%
+ Assist VPFA in analysis/completion of special projects.
+ Respond to audits, data inquiries and other requests for information from OSU departments, Board of Trustees, and the Legislature.
+ Develop expertise with data systems and provide data modeling in support of the university budget model.
+ Foster an inclusive and collaborative environment for staff, customers, and campus community.
What You Will Need
+ Bachelor’s degree in accounting, finance, business administration or a related field.
+ Five or more years of senior level management experience including responsibility for operational budget development or management.
+ Demonstrated record of administrative effectiveness in a college/university, public agency, corporate or nonprofit setting.
+ Demonstrable leadership skills with the ability to foster an effective work environment that encourages teamwork, customer service, and employee growth.
+ Excellent verbal and written communication skills.
+ Strong ability to manage multiple projects simultaneously.
+ Demonstrable commitment to foster an inclusive and collaborative environment for staff, customers, and campus community.
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
What We Would Like You to Have
+ Advanced degree in accounting, finance, business administration or a related field.
+ Five or more years of experience in the development of complex budgets and business plans, capital budgets, long range capital and reserve plans, and financial management reports.
+ Experience with Banner or similar ERP management systems.
+ Demonstrated communication skills with a focus on translating complex financial information and analyses to leadership teams.
+ Three or more years demonstrated experience using business intelligence software (Tableau, Power BI, Excel) to develop and share data visualizations that are targeted to an audience to inform strategic decision-making.
+ Demonstrated knowledge and expertise of the university budget model.
