    POSITION DETAILS

    The CUNY School of Law is the premier public interest law school in the country. Founded in 1983, we train lawyers to serve historically underrepresented communities and work towards greater diversity in the legal profession.     Reporting to the Executive Director of Budget and Finance, the Finance Procurement Director oversees purchasing and contracting operations for the CUNY School of Law and its entities, including and not limited to: the Student Association, Justice and Auxiliary Corp, and Main Street Legal Services, Inc.

    The Director’s duties and responsibilities will include, and are not limited to, the following:

    + Providing guidance to Law School departments on methods of procurement in accordance with State of New York, (“NYS”) and City University of New York (“CUNY” or “University”) procurement regulations and to maximize Law School resources.

    + Overseeing and directing the Law School purchasing and contracting operations, ensure legal compliance with applicable NYS and University policies and procedures.

    + Reviewing, editing, and approving specifications for formal and informal solicitations, addenda, amendments, contracts (including Independent Contractor Agreements), and purchase orders.

    + Developing and review invitations to bid (ITB’s), request for proposals (RFP’s), and request for information (RFI’s). Working with the Office of the CUNY General Counsel, Director shall review all contracts to ensure conformance with NYS and CUNY policy.

    + Obtaining goods and services necessary for Law School operations within the parameters of CUNY and NYS procurement regulations. This includes, and is not limited to, creating and implementing contracts for goods and services, utilizing the NYS and University contract and procurement processes; assisting end users in preparing specifications, conducting bid processes, negotiating, and selecting vendors and working within guidelines required by CUNY and New York State, as applicable.

    + Overseeing the year-end process in the CUNYfirst/CUNYWork and CUNYBuy procurement systems.

    + Serving as Law School advocate and Compliance Officer for the Minority and Women-Owned Business Enterprise (M/WBE) and Service-Disabled Veteran-Owned Business (SDVOB’s) for Law School Procurement activities in accordance with CUNY and NYS requirements..

    + Participating in University-wide purchasing committees, special projects, professional associations and interface with CUNY liaison in University Accounting Office and the Legal Affairs/Contracts Division.

    + Overseeing all procurement access on behalf of the Law School and provide assistance with the necessary forms and approvals, online training access, and direct individuals to the CUNY hands-on user support, as required.

    + Liaising with Accounts Payable in ensuring the Credit Card program and subsequent reconciliation process is timely, and completed in accordance with NYS and CUNY policies.

     

    Nights and weekends may be required.

     

    Perform related duties as assigned.

     

    Like other staff in the Law School, you are subject to the same in-person requirements, which entail a minimum of 70% in-person on-campus presence over two weeks. This requirement for in-person work may be higher than 70% based on departmental and divisional needs.

    QUALIFICATIONS

    Bachelor's Degree and eight years' related experience required.

     

    *Candidate may substitute two years of experience with a relevant graduate degree (e.g., MBA, MPA).

    Preferred Qualifications:

    + National Institute of Governmental Purchasing (NIGP) Certified Public Procurement Officer (CPPO) or Certified Public Procurement Buyer (CPPB) certification a plus.

    + The successful candidate shall have strong verbal, written, organizational, time management and analytical skills and demonstrative management, leadership and supervisory skills. And, be able to multitask, track transactions through workflows, and communicate promptly and effectively with departmental end users.

    + Knowledge of CUNY and NYS procurement policies and procedures and/or purchasing experience preferred

    + Knowledge of Peoplesoft, Workday, Jaggaer, and other e-commerce and enterprise systems, including implementing Workday platforms a strong plus.

    + Proficiency in Microsoft Word and Excel.

    CUNY TITLE OVERVIEW

    Directs a College's purchasing and contracting operations including staff supervision and legal compliance.

     

    - Oversees the procurement of all goods and services necessary for a College's operations within the parameters of CUNY and NYC procurement regulations.

     

    - Represents the College on purchasing and contract matters, providing expertise and guidance during the bidding, selection, negotiation and contract processes.

     

    - Manages and supervises the purchasing office staff to assure all activities related to goods and services are performed in accordance with the applicable guidelines and regulations.

     

    - Manages the Board Resolution process for contracts and purchases in excess of mandated amounts.

     

    - Liaisons with College, University and governmental representatives.

     

    - Provides reports to the executive administration on department operations as required.

     

    - Performs related duties as assigned.

    Salary commensurate with education and experience.
