Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the Operations and Maintenance, Navy Reserve (O&M, NR) Budget Division in the Deputy Chief of Staff for Financial Management Department located at the Commander, Navy Reserve Force (CNRF) Headquarters. of COMNAVRESFOR. Responsibilities You will prepare annual phasing plans and updates throughout the fiscal year to include the spread of labor dollars within the 1A1A, 1C6C and 1C1C budgetary controls. You will prepare labor execution update and brief for FMB at Mid-Year Review and recommends solutions to correct over/under execution of labor funding. You will creates / update Standard Operating Procedures (SOPs) or quick guides that detail the steps required to update FMB labor exhibits as well as respective labor controls in PBIS. You will update labor budget submissions with certified obligations as appropriate. You will prepare input for the appropriate OMNR financial management analyst responsible for the 1A1A, 1C6C and 1C1C budget submissions to include civilian labor. Requirements Conditions of Employment Qualifications GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing financial and budgetary input to senior leadership, including the development of annual budgets and preparation of detailed budget exhibits for submission to the U.S. Navy. Experience formulating and executing labor and operational budgets, ensuring accurate resource allocation, cost control, and alignment with program objectives. Experience reviewing and evaluating the impact of budget constraints or reductions and recommending effective mitigation strategies to maintain operational efficiency and mission readiness.
