Description of Work
The Operations Program Management unit is responsible for developing and implementing statewide management systems, policies, and procedures to support Division of Highways field operations. These workable policies are based on sound engineering practices and standards. This unit provides statistical information on maintenance operations, analyzes performance, and reports findings to the General Assembly, Chief Engineer – Operations and the Division Engineers. To perform this statistical analysis: the unit operates and maintains the Department’s Asset Management Systems and uses these systems to develop strategies and plan for statewide maintenance performance guidelines. This unit also provides asset inventory collection, GIS/mapping services, and administrative guidance to the field maintenance forces of the 14 highway Divisions.
We are looking for an Engineering Specialist to work in the Raleigh Office. The primary purpose of the position is to serve as a lead Specialist in the development, implementation, and maintenance of the mapping products produced in the Operations Program Management (OPM) Unit / Mapping Section.
The Mapping Section primarily uses Esri products such as ArcGIS Pro and ArcGIS Online to update and maintain a variety of mapping products, including the County Maintenance Maps, Posted Bridge Maps, State Transportation Map, Federal Aid System Maps and NC Truck Route Maps. The section also works with customers and collaborates on project teams to develop new and custom mapping solutions to meet transportation and maintenance needs of the department, legislature, and public. This position interacts with a broad range of clients, requiring strong communication skills, and understanding of highway and bridge maintenance, and how it can be used to deliver mapping solutions.
The position will help provide training to staff and assist with the creation and maintenance of documentation and standard operating procedures used by the Mapping Section. The position requires the ability to balance multiple priorities and projects independently to meet deadlines. After thorough training and mentorship, this position offers a clear path to taking ownership of a significant and critical project, the North Carolina State Transportation Map.
Knowledge, Skills and Abilities / Competencies

+ Experience in utilizing ESRI products including ArcGIS Pro and ArcGIS Online and using GIS principles, practices, and methodologies used in production of static and interactive mapping products.
+ Knowledge and understanding of highway and bridge maintenance.
+ Demonstrated ability in balancing work on multiple priorities to meet time sensitive deadlines.
+ Experience in maintaining detailed documentation, writing standard operation procedures, and training others.
+ Experience planning, developing, scheduling, tracking and completing projects independently.
+ Demonstrated ability to provide customer service and communicate with technical or engineering staff as well as the public.
Minimum Education and Experience Requirements

Associate’s degree in an applicable area of engineering technology from an appropriately accredited institution and six (6) years of progressive technician experience; or High School or General Educational Development (GED) diploma and eight (8) years of progressive technician experience; or an equivalent combination of education and experience.
