Description
Our client is seeking an experienced and strategic Director of Finance to lead and oversee the financial operations. This key leadership role is responsible for ensuring accurate financial reporting, maintaining compliance with municipal and state regulations, managing the annual budgeting process, and supporting long-term financial planning. The ideal candidate will have extensive experience in governmental accounting and finance.
+ Lead all aspects of the financial functions including accounting, payroll, purchasing support, and treasury operations.
+ Direct and coordinate the development, submission, and monitoring of the annual budget; distribute monthly budget reports to departments.
+ Supervise finance department personnel and provide leadership for daily operations and strategic planning.
+ Monitor expenditures and revenues to ensure alignment with the adopted budget; prepare financial forecasts and cash flow reports.
+ Oversee grant compliance, financial monitoring, and expenditure tracking for grant-funded activities.
+ Maintain accurate fixed asset and depreciation schedules.
+ Prepare and analyze financial impact reports related to projects and initiatives.
+ Manage investments of funds by securing competitive interest rate bids and evaluating returns.
+ Ensure transparency and disclosure of all financial data including appropriations and fund balances.
+ Coordinate annual financial audits
+ Collaborate with external auditors to implement and monitor internal audit procedures.
+ Develop and maintain a sound debt structure to support financial health.
+ Advise leadership on financial controls, policy changes, and operational improvements.
+ Track and analyze legislative proposals that may impact finances.
Requirements
+ Bachelor's degree in Accounting, Finance, or a related field
+ CPA, CGFM, or CPFO certification preferred.
+ A minimum of 5 years of progressive experience in municipal or public finance, including at least 3 years in a supervisory role.
+ In-depth knowledge of governmental accounting, auditing practices, and GAAP.
+ Strong familiarity with budget development, financial reporting systems, and fund management.
+ Proficient in financial management software and accounting systems.
