Role Overview:
The Business Systems Consultant works at a medium to high level in most phases of information systems analysis, considering the technical and/or business implications of applying technology and/or improved processes to the current and future business environment. You will work in the ISETS Department to ensure service delivery, quality improvements, and best practices. ISETS is Indiana's statewide automated system for collecting, disbursing, and distributing child support payments.
This position is in the IT Support department at the DCS central offices in Indianapolis, Indidna.
Salary:
The salary for this position traditionally starts at $61,022 per year but may be commensurate with education or work experience.

A Day in the Life:
Responsibilities include:
+ Recommend and facilitate quality improvement efforts in the agency's finance, eligibility, audit, and cost reporting business areas.
+ Collaborate closely with financial and information management leadership to adhere to budget, spending, and service delivery needs.
+ Train, guide, and advise lower-level employees in the audit and/or risk management.
+ Formulate and define system scopes and objectives through research and fact-finding combined with a basic understanding of mission needs, business systems, and information management/financial industry best practices.
+ Create process change through the integration of new processes with existing ones and communication of changes to impacted stakeholders and teams.
+ Establish and maintain strategic partnerships with assigned customers and business stakeholders throughout the agency and its state-service network.
+ Participate in the development of strategic plans supporting information management, risk management, and audit reporting.
+ Develop or modify moderately complex information, financial, or communication systems processes.
+ Facilitate the delivery of business solutions and products supporting financial and/or data management.
+ Manage the expectations of customers, peers, vendors, and senior management.
+ Establish, review, revise, and assist senior executives on contracts related to the procurement of business solutions, technical and otherwise.
+ Support one or more Deputy Directors in preparing, monitoring, verifying, and reporting on data related to finance, expenditures, and their associated information systems.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
The ideal candidate in this role should minimally have either
+ Thorough knowledge of public finance and supporting information/data management systems and processes.
+ Thorough knowledge of federal and state laws, policies, and procedures as they pertain to public finance programs and related information/data management systems.
+ Specialized knowledge of automated fiscal systems.
+ Advanced knowledge of computers and software programs and the ability to utilize these skills in assigned job functions.
+ Exceptional attention to detail in analysis, reporting, and communication with stakeholders.
+ Exceptional problem-solving and analytical skills.
+ Excellent organizational and interpersonal skills.
+ Ability to remain flexible, adaptable, and reliable in understanding complex tasks, requirements, and their associated deadlines.
+ Ability to communicate effectively with financial and information management staff and leadership, including the ability to understand, develop, and write reports, data collection, and compliance-related procedures.
+ Ability to analyze complex financial and information management materials, including vendor contracts, fiscal accounts, records, financial reports, and information/data management standards.
Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
