Role Overview:
The Permits Investigator position is responsible for the gathering of pertinent information necessary for recommending and processing of permit applications to do work within the State of Indiana right of way. This position also requires job site inspections during and after construction to ensure compliance of all applicable laws, policies and design standards. Investigator conducts annual outdoor advertising sign inventory and investigates all encroachment violations. This position reports directly to the Permits Manager.
CDL Positions:
Candidates with a current CDL will earn an additional $1 per hour for this position. Candidates without a CDL will be given 90 days to obtain their CDL, with training provided by INDOT, and will then earn an additional $1 per hour upon successfully obtaining their CDL.
Location:
This position is located in INDOT’s Fort Wayne District Technical Services, Permits Department.
Salary:
The salary for this position traditionally starts at $47,320.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
+ Facilitates all permit application requests to the District.
+ Conducts plan review for permit applications to ensure conformance with all State regulations, as well as, INDOT policies, design standards, and temporary traffic control standards
+ Performs on-site review of Private Driveway locations to ensure the permit application is in conformance with INDOT Standards and Policies
+ Performs final inspections of approved permitted work to ensure work performed is according to INDOT Standards and Specifications
+ Investigates the removal of all illegal encroachments on state of Indiana right of way
+ Conducts an annual inventory of all outdoor advertising signs on billboard control routes within the District in accordance with State and Federal Statutes
+ Reviews all outdoor advertising sign permit applications by making precise measurements and interpretation of the locations of the route, right of way and property lines from checking metes and bounds of the property descriptions
+ Reviews official county records in order to determine the name of the land owner and the zoning of the property where an outdoor advertising sign is located
+ May notify the property owner or sign owner of a violation to current State Statutes, either in person or through proper correspondence, and request that they remove or relocate the sign
+ Follows up on previously determined violations and notifies District Office personnel of the change of sign status or of non-compliance by land or sign owners
+ Participates in snow removal activities

What You'll Need for Success:
The ideal candidate in this role should minimally have either
+ High School Diploma or equivalent
+ Preferred Associates degree or five (5) years of regulatory experience (or substitute training as equal experience)
+ Knowledge of Indiana laws, and statutory codes, INDOT policies and construction standards
+ Broad knowledge in agency's mission, program, and administrative policies of permit section
+ Must have a valid Commercial Driver's License (CDL) or ability to obtain a CDL within 90 days
+ Must possess a valid driver’s license
+ Excellent interpersonal skills
+ Ability to read and analyze codes and manuals
+ Ability to work with the public to assess needs, provide assistance, resolve problems, and satisfy expectations
+ Must be able to work independently
+ Must be available for snow and ice removal and report in a timely manner
Related certifications and coursework may be considered for education or experience.
+ Extensive knowledge of surveying and inspection techniques that are common to construction
+ Extensive knowledge of accepted construction practices, procedures and precedents
+ Extensive knowledge of federal, state and local guidelines, manuals, permit laws and regulations as they apply to construction standards
+ Considerable knowledge of highway statutory, departmental, and administrative laws, rules and regulations
+ Considerable knowledge of highway construction practices in the field of civil engineering
+ Basic knowledge of the various methods that are utilized in the acquisition of land and associated properties
+ Ability to direct, coordinate, and review the overall work at multiple project sites and advise assistant project supervisors on technical and production tasks
+ Ability to analyze data and prepare concise and informative reports from such data
+ Effectively communicate, both orally and in writing
+ Ability to read, interpret and evaluate a wide variety of construction plans
Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
