    JOB SUMMARY

    This position leads the Metro-North Railroad (MNR) Data and Risk Reduction areas of Safety and is responsible for leading and managing comprehensive safety and risk reduction programs at Metro-North Railroad (MNR), promoting a proactive safety culture, and improving safety performance across the organization. The position focuses on the reduction of risks to customers, employees, and contractors through hazard identification, mitigation, safety engineering, industrial hygiene, environmental compliance, data analytics, and community outreach programs. As part of the senior leadership team, this role also contributes to strategic direction, goal setting, and performance management within the Office of System Safety (OSS).

    DUTIES AND RESPONSIBILITIES

    + Provide direction and oversight of the Division of Risk Reduction, including Safety Engineering, Industrial Hygiene, Hazard Analysis, and Environmental Compliance groups. Manage division safety goals and objectives, staff development, budgeting, staffing, procurement, reporting, and auditing.

    + Provide oversight of the development and implementation of the System Safety Program Plan (SSPP) and audit plans for Departmental Safety Action Plans. Guide the creation and deployment of safety policies, procedures, and programs, providing technical assistance to operational and support departments as needed.

    + Ensure compliance with environmental and occupational health and safety regulations. Establish and monitor protocols for asbestos and lead abatement, ensuring compliance with state and federal regulations, and manage environmental incident responses.

    + Guide technical personnel on exposure assessment and perform toxicological reviews of chemical products. Conduct industrial hygiene surveys and baseline exposure assessments. Ensure accuracy in safety procedures and training programs.

    + Direct specialized analyses to identify and monitor safety trends, support safety initiatives, and ensure timely, accurate internal and external reporting. Lead reconciliation and auditing of employee and customer accident/injury data and ensure compliance with regulatory requirements.

    + Leverage data science tools to build forward looking models to identify leading drivers in safety performance. Coordinate with leaders across the agency to implement new measures to monitor and drive safety performance

    + Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential. Perform other duties as assigned.

    REQUIRED EDUCATION AND EXPERIENCE

    + Bachelor’s degree in Safety , Industrial Hygiene, Engineering, Transportation, Business or a related field.

    + Minimum of eleven (11) years of related hazard analysis or industrial hygiene experience in a commuter/heavy/freight rail operation or in the safety industry including strong safety data analytics experience.

    + Minimum of seven (7) years of managerial experience, preferably with a public agency.

    KNOWLEDGE, SKILLS AND ABILITIES

    + Demonstrated experience leveraging data science tools to identify leading drivers of safety performance and developing framework for evaluating safety performance.

    + Demonstrated understanding of rail operations, occupations, equipment, technical standards, work environments and practices.

    + Demonstrated ability to establish effective hazard countermeasures, including environmental surveillance systems and operating procedures capable of providing timely detection and alerts to the presence of currently known and anticipated hazards.

    + Demonstrated knowledge of and experience with managing environmental compliance, hazard analysis/management, and other applicable risk reduction programs.

    + Demonstrated knowledge of applicable federal and state regulations in all areas of responsibility.

    + Demonstrated experience in the deployment of safety policies, procedures and programs.

    + Advanced knowledge of and experience with trend analysis, data analytics and development of safety measurements.

    + Excellent project management skills with the ability to manage competing demands and adhere to deadlines even as priorities change.

    + Strong interpersonal, verbal, and written communications skills.

    + Strong leadership skills and the ability to lead, manage, and develop staff.

    + Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.

    + This position requires a driver’s license. Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
