    JOB TITLE: Chief of Operations and Field Services ( MTA Internal Only)

    SALARY RANGE: $ 230,000 - $ 234,000

    HOURS OF WORK: 8-hour shifts, 5 days per week, with 2 consecutive rest days

    SUMMARY

    The Chief of Operations and Field Services positions represent two distinct yet interconnected leadership roles within the MTA Police Department. Each position carries specific responsibilities, but both require a shared understanding of operational and administrative functions to ensure seamless interchangeability.

     

    The Chief of Operations & Field Services oversees the deployment , activities , operation, and administration of approximately 1, 3 00 patrol officers , detectives, and special operations personnel to safeguard MTA’s 70,000 employees, 8 million daily customers, and infrastructure valued in the hundreds of billions across a 5,000-square-mile area. This role ensures that the Department’s goals, as established by the MTA Chairman and Chief of Police, are communicated and upheld by field officers and administrative staff.

    RESPONSIBILITIES

    Operational Leadership

     

    + Serve as second-in-command of the Police Department and act as Chief of Police in their absence.

    + Command an authorized strength of nearly 1,300 patrol officers operating across the MTA operating systems .

    + Develop and oversee strategies for effective law enforcement and security operations across diverse environments, from urban centers to rural areas.

    + Foster relationships with state , county, and local officials to enhance community trust and ensure responsiveness to local concerns.

     

    Administrative Leadership

     

    + Oversee all administrative functions, including budgeting, procurement, personnel management, and compliance with collective bargaining agreements.

    + Supervise the Internal Controls Unit and ensure adherence to departmental policies and procedures.

    + Collaborate with MTA agency leadership on disaster planning, emergency preparedness, and strategic initiatives.

    + Make recommendations regarding corrective actions, skills development, and promotions for supervisory personnel.

     

    Training and Development

     

    + Ensure command staff and officers are trained in relevant laws, regulations, and amendments across jurisdictions.

    + Maintain a current and comprehensive MTA Police Department Guide/Manual.

    + Drive continuous professional development within the department.

     

    Community and Interagency Coordination

     

    + Collaborate with federal, state, and municipal law enforcement agencies to address criminal activity and develop disaster response plans.

    + Coordinate actions with local communities to enhance security and promote sensitivity to regional issues.

     

    Accountability and Policy Execution

     

    + Act as the principal administrator for all policy directives issued by the Chief of Police.

    + Lead both operational and administrative teams to uphold the Department’s professional standards.

    EDUCATION & EXPERIENCE

    Required Qualifications

    + Hold the current rank of Inspector or above in the MTA Police Department with over 17 years of combined experience in police operations as a sworn police officer in the MTA Police Department or equivalent law enforcement agency.

    + A minimum of 3 years of command experience (Captain or above) within a law enforcement agency and have experience as a Commanding Officer of a Division, Region, Office, or Commanding Officer/Executive Officer of a Bureau .

    + Bachelor’s degree in business , legal studies, criminal justice, or a related field from an accredited institution.

    + Possess a valid driver's license.

    + Proven, thorough knowledge and understanding of principles of police administration, court rulings, and the ability to apply this knowledge to police operations within their Bureau.

    + A working knowledge of standard operating procedures of the MNR, LIRR, and Transit operations.

    + A basic understanding of police computer systems. Knowledge of NYS and CT Penal Law, Criminal Procedure, Family Court, Vehicle and Traffic Laws, Railroad Law, and local, county, town, and village ordinances of the district in which they are assigned.

    Preferred Qualifications

    + Master’s degree in business , criminal justice, public policy, transportation, or a related field.

    + Experience in the CompStat process, labor relations, or human resources.

    + Demonstrated expertise in budgeting, procurement, asset management, and strategic planning.

    + Experience in managing large agency projects or programs.

    + Training in state-of-the-art policing techniques.

    OTHER INFORMATION

    Pursuant to New York State Public Officers Law and the MTA Code of Ethics, all policy-making employees must file an Annual Statement of Financial Disclosure with the NYS Commission on Ethics and Lobbying in Government.
