    General Statement of Job

     

    The Boca Raton Library provides outstanding library services, resources, and programs that meet the educational, recreational, cultural, and informational needs of the City of Boca Raton. Technology & Digital Services includes operations across four service centers – the Spanish River Library, the Downtown Library, Mobile Library Services, and the Digital Library.

     

    Under the direction of the Manager of Library Services, the Librarian III - Technology & Digital Services, provides strategic direction for library operations and patron experience, and is responsible for the effective administration and operation of major service centers in the library. The Librarian III provides library service direction and input with the intent to enhance the lives and experiences of those living, working, playing, and learning in Boca Raton.

     

    Supervises professional personnel, paraprofessional personnel, and volunteers.

    Essential Functions

    + Provides strategic direction for the BRPL for library technology and software, cataloging, digital services, and technology instruction, including oversight of all aspects of the Integrated Library Systems (ILS), the library website, and mobile access.

    + Oversees the hiring, orientation, training, supervision, scheduling, professional development, and regular evaluation of all Technology and Digital Services professional personnel, paraprofessional personnel; oversees the selection, orientation, training, supervision and scheduling of Technology and Digital Services volunteer or intern personnel; oversees library technology and software training for library personnel.

    + Plans, prepares and oversees the administration of the Technology and Digital Services portion of the BRPL's yearly City budget; seeks grants in collaboration with City Departments to meet defined technology and digital service needs; proposes funding opportunities to BRPL Friends group as appropriate; manages all technology grants or related funds received; manages printer and other technology revenues according to City policies.

    + Prepares, analyzes, and reports monthly statistics to the Library Manager; prepares, analyzes and reports regional, state and federal statistics; provides trend analysis to Library Manager, staff and stakeholders; uses statistics, assessment and survey information to improve operations and maximize library service effectiveness; assists with special projects and committees related to strategic goals.

    + Schedules, completes and reports assessments, surveys, and evaluations of Technology and Digital Services operations to ensure that technology, cataloging, and digital services goals are being met; presents findings in meetings with staff, stakeholders, and in a variety of settings as required.

    + Researches, communicates and remains current on emerging and evolving public library trends in Technology and Digital Services to provide vision, strategic direction, and administrative leadership; participates in professional organizations and attends regional, state and national conferences, workshops, committees and meetings.

    + Serves as the liaison between BRPL and the City of Boca Raton's Information Technology (IT) Department to enhance library technology and technology services, including Internet access, public computers, printers, and other peripherals.

    + Maintains excellent relations with the Public by handling escalated customer complaints, customer feedback and customer suggestions; maintains excellent relations with the Recreation Services Department, City Departments, and BRPL stakeholders through regular communication, meetings and reporting.

    + Responsible for all staff training related to essential library technology, cataloging, and digital services, including enforcing the Library Rules of Conduct.

    + Develops and provides ongoing assessment of library policies and procedures related to technology & Digital Services, based on accessibility, privacy, and intellectual freedom principles, and according to laws guiding public libraries.

    + Supports all other aspects of library service, including public services, programming, maintenance, and library administration.

    + Enforces the Library's Rules of Conduct and serves as the Building Administrator in Charge; serves as the Manager of Library Services when required.

    + Performs related tasks as required.

     

    Knowledge, Skills and Abilities

    Knowledge of:

    + Professional library principles, practices, methods, and techniques.

    + Relevant literature, trends, and developments in the field of library services.

    + Accounting principles, specifically pertaining to tracking of expenditures

    + Grant proposal submission and fundraising processes

    Skilled in:

    + The use of computers and software applications to a high degree of proficiency

    + Communication; expressing ideas effectively, in conversation, in writing, and during presentations. Demonstrating an excellent command of grammar and ability to write, edit, and proofread for accuracy.

    + Administration and organization

    + Research and a high degree of knowledge of information sources

    Ability to:

    + Serve the Public and interact with fellow employees with honesty, integrity, and respect.

    + On occasion, work a flexible work schedule that includes weekdays, weekends, and evenings as needed.

    + Plan, organize, direct, and evaluate the work of professional, paraprofessional, and/or clerical staff and volunteers within purview.

    + Research and analyze strategy and management problems, and to make recommendations for their resolution.

    + Interpret and explain library policies and objectives for community groups and the Public.

    + Maintain administrative and fiscal records, prepare reports, and collect, interpret, and report statistics.

    + Establish and maintain effective working relationships with patrons, co-workers, vendors, and City officials

    + Tolerate occasional to moderate exposure to dust.

    + Serve as back up to Library Manager, as needed.

     

    Minimum and Preferred Qualifications

     

    + Master's degree in library and/or information science from a college or university accredited by the American Library Association required.

    + Minimum of three (3) years' experience working in public libraries or in related field, and two years (2) years supervisory experience.

    SPECIAL REQUIREMENTS:

    + Possession of a valid State of Florida driver's license with no more than six (6) points within the last (3) year period.

    Schedule

    40 hours per week, Monday - Friday 8:30 a.m. - 5:00 p.m.

     

    Hours may change as required for emergencies or supervisory responsibilities.

    BENEFITS SUMMARY

    Full-Time Non-Bargaining Employees

     

    ANNUAL LEAVE: Shall accrue prior to an employee attaining permanent status in the classified service, and may be used after six (6) months of employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours.

    CASH OUT OF ANNUAL LEAVE: Employees who have attained permanent status shall be permitted to cash out up to forty (40) hours of accrued and unused Annual Leave, either in a single lump sum payment or two or more partial payments, each fiscal year.

     

    SICK LEAVE: 8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. Termination for reasons other than retirement shall be entitled to payment for accrued, but unused sick leave, as follows:

    HEALTH INSURANCE (Premiums): Employee Medical (Base Plan) - Paid 100% by City. Employee contributions are required for the buy up employee coverage plans. Employee Dental (DHMO or Basic PPO Plan) & Vision (Basic Plan) paid 100% by City. Employee contributions are required for the Employee + Dependent(s) for the Medical, Dental, & Vision Plan.

     

    CONTINUOUS SERVICE BENEFIT: As of December 1 each year - Paid during the month of December.

    RETIREMENT PLANS: The two pension/retirement options are listed below:

    + An option to enroll in a Defined Contribution Retirement Plan. The Defined Contribution Retirement Plan will not require a mandatory contribution. The City will contribute seven (7%) percent of the annual base wages annually. The vesting period for this plan shall be one (1) year from date of hire in the classified service, which coincides with your one-year probationary period.

    + An option to enroll in a Defined Benefit Retirement Plan option is available. There is a ten (10) year vesting period with a multiplier of 2.00% at normal retirement and a mandatory seven and three-quarters (7.75%) percent employee contribution.

    + The two (2) options will be fully explained prior to an irrevocable selection.

     

    Optional: 457 Deferred Compensation Savings Plan is available.

     

    HOLIDAYS: 15 per year: 12 recognized holidays and 3 floating days which are allocated for the fiscal year beginning October 1, to all 8 hour per day employees. Employees hired between October 1 and March 31 shall receive 3 floating holidays. Employees hired between April 1 and September 30 shall receive 1.5 floating holidays. Floating holidays must be used within the fiscal year. Non-task employees working 10-hour days receive 10, 10-hour paid holidays but do not receive floating holidays.

     

    FUNERAL LEAVE: Up to 3 workdays - In State; Up to 5 workdays - Out of State

     

    TUITION REIMBURSEMENT: Full-time employees are eligible for tuition reimbursement as outlined in the City’s Tuition Reimbursement Policy which is available in Human Resources and subject to the availability of departmental funds.

     

    MILITARY LEAVE: Members in military reserve units who attend annual training are entitled to paid leave not to exceed 30 days each calendar year.

     

    EAP: Employees, spouses, and eligible dependents have access to five (5) face-to-face sessions with a counselor through Cigna's Employee Assistance Program (EAP). Services include assistance with legal, financial, parenting, elder care, pet care, and identity theft.
