Job Summary: Under broad supervision, plans, develop and implement a communications or outreach program, and/or public relations plan for an assigned agency, department, facility or function. May assist in the managing of projects/campaigns and program plans for social or community outreach. Develop communication materials and presentations.
Job Specific Duties: Ensures public inquiries through the “Contact Us” portal and questions presented are handled within designated timeframes and to the standards of Georgia DOT. Assist in providing agency related information to the press and general public for specific projects and other strategic communications campaigns and projects. Could prepare news releases, speeches, talking points, articles for publications (internal and external), assist with podcast development and agency briefings. Writes, edits and assists with agency newsletters, informational brochures, or other promotional material and potential outreach events. NOTE: Applicant may be requested to provide writing samples
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
• High School diploma/ GED and Five (5) years of communications or job-related experience OR
• One year of experience required at the lower level Communications Spec 2 (GSP041) or position equivalent.
AGENCY SPECIFIC QUALIFICATIONS:
• Bachelor's degree in a related field from an accredited college or university
• Professional experience in communications, public relations, and/or marketing
• Experience with media relations and high-level writing.
• Proficient in data collection and analysis.
• Experience providing internal and external summaries of data analysis conducted.
• Demonstrated professional experience in writing, event planning, and developing community outreach campaigns.
• Demonstrated ability to work with all levels of internal and external customers, management, and subject matter experts (SMEs).
• Good interpersonal skills with the demonstrated ability to relate well to employees from varied backgrounds and different situations.
• Expresses ideas and facts to individuals or groups effectively orally and in writing.
• Demonstrated excellent writing and storytelling skills.
• Demonstrated experience conveying information and ideas through variety of communication outlets to individuals or groups in a manner that engages the audience and helps them understand and retain the message.
• Proficient in computer applications such as Microsoft Word, Excel, PowerPoint and Customer Relationship Management (CRM) software.
• Pay close attention to detail and ensuring accuracy of work.
• Possesses good organizational skills; effective time management and use of available resources to ensure that work is completed efficiently and accurately.
• Committed to providing quality customer service.
AGENCY PREFERRED QUALIFICATIONS:
• Significant experience with higher-level writing
• Knowledge of and experience with different types of digital communications and social media
• Knowledge of and experience in researching and responding to routine and more complex inquiries about an organization from web inquiries; experience with cust omer relationship management systems.
• ServiceNow experience is a plus.
• Project management experience is a plus.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
