•SUMMARY:
+ The Director of Safety Policy Development and Administration is responsible for managing a team to develop, analyze, and oversee safety policies, procedures, and programs. This role ensures alignment with federal, state, and local safety regulations and provides comprehensive oversight of agency-wide safety planning, policy development, and compliance.
+ The Director collaborates with internal and external stakeholders to enhance safety management systems and supports organizational goals.
ROLES & RESPONSIBILITIES :
+ Leads the development of agency safety policy planning processes, aligning organizational goals with regulatory and industry standards.
+ Oversees the analysis of internal safety programs, policies, and external guidance to identify areas for improvement and ensure compliance.
+ Directs the preparation of reports, plans, data analysis, and presentations to address safety policy issues and facilitate informed decision-making.
+ Develops and recommends safety policies and solutions based on data trends, regulatory requirements, and organizational objectives.
+ Monitors and responds to regulatory updates, including federal notices and policy changes, to maintain agency compliance.
+ Tracks and oversees agency safety policies, ensuring timely updates and alignment with industry best practices.
+ Leads the creation of tools, templates, and trackers for audits, inspections, and reviews to support agency-wide safety initiatives.
+ Guides the review and approval process for Rail Transit Agency (RTA) safety plans, reports, and submissions to ensure regulatory compliance.
+ Oversees the analysis of incidents, accidents, and hazards to identify root causes and recommend corrective actions.
+ Directs the maintenance and reporting of safety data, including accidents, hazards, injuries, and compliance metrics, to support safety management.
+ Leads assessments of safety practices across departments, ensuring adherence to OSHA, FRA, FTA, FMCSA, and other regulatory standards.
+ Oversees evaluations and implementation of personal protective equipment (PPE) to maintain safety and operational effectiveness.
+ Provides leadership in responding to safety emergencies, serving as a Duty Officer and participating in the Emergency Operations Center (EOC) when required.
+ Guides the review, update, and coordination of the Public Transportation Agency Safety Plans (PTASP) and System Safety Program Plans (SSPP) in compliance with federal and state regulations.
+ Directs safety outreach and recognition programs, such as Safety Month and the Annual Bus Safety Awards, to promote a culture of safety.
+ Coordinates with internal and external stakeholders, including regulatory agencies, to support Safety Management Systems (SMS) initiatives and audit readiness.
+ Provides strategic oversight for safety training programs, ensuring compliance with OSHA/FRA/FTA/FMCSA requirements and agency objectives.
+ This position supervises: Principal System Safety Analyst; Senior Manager, Light Rail Safety, Manager, Light Rail Safety (3)
EDUCATION, EXPERIENCE & QUALIFICATIONS :
+ Bachelor’s degree in Safety, Engineering, or a related field required; Master’s degree preferred.
+ A minimum of 10 years of experience in safety management, policy development, and regulatory compliance. In lieu of a bachelor's degree, four (4) additional years of relevant experience may be accepted (for a total of 14 years of experience).
+ Proven leadership and management experience, including managing teams and coordinating with external agencies.
KNOWLEDGE & SKILLS:
+ In-depth knowledge of safety regulations, including OSHA, FRA, FTA, and FMCSA standards.
+ Strong analytical, organizational, and communication skills.
+ Proficiency in data analysis, report generation, and presentation development.
+ Experience with Safety Management Systems (SMS) and Hazard Identification/Resolution Processes (MIL-STD 882E).
CERTIFICATIONS, LICENSES, REGISTRATIONS:
+ Safety-related certifications (e.g., CSP, CHST, CIH) are preferred.
+ OSHA 30 Hour Standards in General Industry Training - Desirable.
+ Transit Bus System Safety , and SMS Principles for Transit Certification - Desirable
+ Transit Safety and Security Program Certificate (TSSP - Transit Bus and/or Rail Program) – Desirable
+ World Safety Organization (WSO), Certified Safety Manager (WSO-CSM) –Desirable
