    Minimum Qualifications

    Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

     

    Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

     

    A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

     

    An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    ESSENTIAL DUTIES

    Financial/Budget/Audit (50%)

     

    + Serve as the assistant to the Program Manager 3 (Director of Finance) in the preparation of all budget documents and provide administrative and fiscal support regarding financial management as it pertains to budget and financial policy.

    + Prepare budget spread by Program/Cost Center/Fund at the start of each fiscal year based on the appropriations in House Bill 1 and update this spread throughout the year to reflect any adjustments.

    + Prepare and maintain the Color of Money (COM) documentation as necessary.

    + Prepare monthly Vacancy Reports Summary, including direct and non-direct care vacancies, WAE, Students and all TO and Non – TO positions and forward them to LDH OPB in a timely manner.

    + Meet monthly or as needed with OAAS program staff to review revenue and expenditures, ensuring adherence to the appropriated budget and compliance with federal and legislative requirements.

    + Provide programmatic oversight relating to financial management, including monitoring cash flow, projecting revenues, and ensuring budget compliance.

    + Regularly extract financial reports from computer systems to verify budget adherence and correct allocation of expenditures.

    + Consolidate financial data to prepare Monthly Projections and present these to OAAS Executive Management and LDH Budget staff.

    + Create Journal Vouchers, FV50 docs, and Z8 docs to request Medicaid Match for various Interagency Transfer agreements, updating the internal spreadsheet monthly.

    + Assist with fiscal requests such as Quarterly Head Counts and Budget by Activity updates.

    + Develop and update Briefing Book documents by coordinating with program updates at least annually or as requested.

    + Prepare information for special reports/projects as needed.

    + Oversee compliance with Office of Risk Management audits, ensuring adherence to regulations.

    + Consult with ORM, Legislative, and LDH auditors regarding audit findings and actively participate in their resolution.

    + Oversee close-out of funds at the end of the year.

     

    Supervisory (25%)

     

    + Directly supervise and manage the performance of Finance and Administrative Support Services, including contracts, leases, RFPs, procurement, telecommunications, mail operations, audits, risk management, and property control.

    + Revise/update the OAAS Policy and Procedures Manual relevant to supervised areas as required.

    + Coordinate subordinate staff’s work by establishing priorities and managing work assignments.

    + Evaluate staff performance through Performance Planning, Evaluations, and Mid-year Reviews.

    + Approve compensatory time and manage scheduled leave.

    + Provide technical guidance, resolve problems, and conduct departmental meetings as necessary.

     

    Procurement/Contracts/Lease/Property and Telecommunications (10%)

     

    + Review and approve procurement of supplies, equipment, and services through appropriate computer systems.

    + Ensure compliance with state and departmental policies when reviewing and approving invoices for payment.

    + Monitor contract and lease expiration dates to ensure timely procurement, bidding, and negotiation processes are followed.

    + Review and approve all contract documents, including but not limited to the Statement of Work (SOW), Contract (CF1), and Budget Approval docs (BA22) to ensure language, coding, deliverables are compliant with LDH OMF, LDH Legal and OSP policy and procedures.

    + Review weekly contract status reports to facilitate processing within OAAS and coordinate with LDH Legal and OSP as necessary.

     

    Performance (10%)

     

    + Collect, prepare and submit quarterly reports for OAAS Performance Indicators in the LaGov system.

    + Prepare and submit all agency MOU’s for IAT revenue reimbursements for review and signatory approval, any coding or budget related adjustments such as Budget Adjustments (BA-7), to relevant committees and LDH offices.

    + Collaborate with upper management in developing the agency's long-term Strategic Plan and short-term Performance Standards reports.

     

    Other Duties (5%)

     

    + Participate in meetings, conferences, and training related to procurement, travel, property, contracts, leases, RFPs, telecommunications, mail operations, risk management and budget as directed and/or needed.

    + Execute other assigned duties, which may include emergency assignments and disaster response.

    + Provide support outside of regular business hours when necessary.

    POSITION TITLE: PROGRAM MANAGER 2 / Assistant Budget Director

    OCCUPATIONAL SUMMARY

    This position is located within the Louisiana Department of Health, Office of Aging and Adult Services (OAAS) state office in Baton Rouge. The incumbent is responsible for complex managerial work as the assistant to the Program Manager 3 (Director of Finance and Administrative Support Services) in overseeing and preparing the agency's $74+ million budget and managing 434 authorized positions. Responsibilities include supervising subordinate staff and overseeing procurement, Requests for Proposals (RFPs), contracts, leases, telecommunications, property control, travel and budget preparation and management while monitoring expenditures and ensuring fiscal responsibility for operational efficiency.

     

    The OAAS operating budget comprises three program budgets with diverse funding sources, including State General Funds, Self-Generated Funds, Interagency Transfers from Medicaid and other sources, Federal Funds from Medicare, various grants, and Statutory Dedication Funds.

     

    The incumbent must comply with all relevant laws, rules, regulations, policies, and procedures of the Louisiana Department of Health (LDH), Office of Aging and Adult Services (OAAS), Division of Administration (DOA), DOA-Office of State Procurement (OSP), LDH-Division of Planning and Budget (LDH OPB), DOA-Facility Planning and Control (FPC), Louisiana Property Assistance Agency (LPAA), State Civil Service (SCS), and other state and federal governing bodies. The incumbent will also participate in special projects and perform additional duties as needed to ensure the smooth day-to-day operations of the agency.
