The Division of Administration/Office of Technology Services has a vacancy. This job title has an assigned pay grade of TS-318. This position is located in the Administration Strategy & Planning Section. Req. 208838
Minimum Qualifications
Seven years of experience in information technology, project management, business analysis or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in information technology, project management, business analysis or administrative services; OR
An associate's degree in information technology plus five years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor's degree plus five years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology, project management, business analysis or administrative services; OR
A master’s degree plus four years of experience in information technology, project management, business analysis or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
Job Duties
50% Memorandum of Understanding (MOU) and Data Sharing Agreements - Create MOUs to formalize agreements between state agencies, Federal and external entities. Negotiate and amend MOUs as necessary to meet changing circumstances or requirements. Collaborate with relevant agencies, departments, or organizations to establish the need for data sharing. Draft, review, and negotiate DSAs that outline the terms, conditions, and legal requirements for sharing data. Ensure that DSAs comply with privacy regulations such as the Health Insurance Portability and Accountability Act (HIPAA), the Family Educational Rights and Privacy Act (FERPA), or other relevant data protection laws. Establish data governance policies and procedures to ensure the responsible and ethical use of shared data. Define data ownership, data retention, and data disposal policies within Data Sharing Agreements.
45% Coordinate with executive management at the national and state level, department heads, and program administrators on issues pertaining to information management. Coordinate with OTS application and data management staff on issues regarding data management, sharing, transport, analytics, and data mining. Serve as the OTS primary contact with the Office of State Archive. Accountable for managing the OTS records retention process in accordance with state and federal law and requirements.
Oversees the maintenance and monitoring of technology procurement delegations of authority to ensure compliance and efficiency.
Manages public records requests, including coordinating the collection and dissemination of relevant data.
5% Perform all other tasks, special projects, analysis, studies, and plans as directed.
