Description
The City of Norfolk Department of Parks and Recreation is seeking a Marketing Manager to develop, implement and manage advertising and marketing initiatives. This position manages overall marketing, public relations, media relations and sales functions for the Department of Parks and Recreation, and coordinates department activities with city-wide initiatives.
The ideal candidate is an effective leader with proven success in developing and executing marketing campaigns, gathering market insights to make data-informed outreach strategies, and generating creative content across multiple media platforms.
The individual is responsible to manage the major division functions within the department including overall management of the department’s Marketing Plan. Provide information about programming, program objectives, resource utilization and program evaluation. This position will be responsible for serving as a liaison to the other bureaus and divisions within Parks and Recreation, as well as serving on various interdepartmental committees, outside agencies, and community groups that support the department-wide vision of improving messaging and communication for Parks and Recreation services.
Department Hiring Salary Range: $73,368 - $84,373
Essential Functions
Essential functions of this position include but are not limited to:
+ Manages marketing requirements by developing and implementing marketing opportunities, meeting with partners, developing and writing timelines and strategies, producing collateral materials, meeting with staff members and reviewing marketing plans.
+ Leads media relation efforts and promotes programs and agendas by addressing inquiries, participating in interviews, writing press releases, creating public announcements, updating the website, drafting the GoodTimes Magazine and coordinating major facility ceremonies.
+ Manages generation of flyers, posters, brochures, advertisements, and social media content.
+ Conducts research to stay current media and promotional trends.
+ Interacts, communicates, and works with individuals, community groups, and committees to promote through communication the interest and developing programming of the department.
+ Serves as the lead customer service coordinator for the department.
+ Serves as the point of contact for the web-based RecTrac data management and registration system.
Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent from an accredited college or university with a major in Marketing, Public Relations, or closely related field.
Six (6) years' experience in communications or related field, including one (1) year of supervisory experience, or equivalent combination of training and experience.

Work Location: 220 Boush Street, Norfolk, VA 23510
Work Hours: Monday -Friday, 8:30AM to 5:00PM
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.

+ Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
+ Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
