Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a ELECTRONIC INTEGRATED SYSTEMS MECHANIC SUPERVISOR, Position Description Number NGD2291000 and is part of the MD AASF, National Guard. Responsibilities 1. Planning. Plans weekly or monthly work schedules and sequence of operations. Establishes deadlines and priorities based on established general schedules, methods and policies. Determines skills, materials and equipment required to do the work. Participates in the initial planning of current and future work schedules and development of budget requests. Provides workload data, estimates, information on staffing needs, and recommendations as the scheduling of projected work.2. Work Direction. Assigns tasks to be performed. Explains work requirements, methods, and procedures. Instructs subordinates on new procedures or methods and provides assistance on difficult or new problem areas. Reviews work in progress or on completion. Makes adjustments as necessary to effectively and economically accomplish the work. Notes and investigates work related problems and independently implements corrective actions which can be taken without affecting work operations controlled by other supervisors. Assures that equipment and materiel is available when needed. Coordinates work with other units.3. Administration. Recommends and participates in the selection of personnel to fill vacancies. Schedules and approves leave of subordinates. Sets performance requirements and makes formal and informal performance appraisals. Determines training needs of subordinates and arranges for its accomplishment. Counsels employees on problems. Adjusts informal complaints through discussions with employees and union representatives. Takes informal corrective action on conduct or performance problems. Initiates proposals for disciplinary action where needed. Works to achieve the objectives of Government-wide programs and policies, e.g., equal employment opportunity and labor management relations. Promotes the participation of subordinates in programs such as the suggestion program, cost reduction program, etc. Ensures that regulations governing safety and housekeeping are observed. Maintains production reports and records. Periodically reviews position descriptions of subordinates for currency and accuracy. Initiates the detailing of subordinates to positions other than their own. Initiates or participates in review and improvement of work methods, organizational features, and the structuring of positions to eliminate unnecessary positions and achieve optimum content in those remaining.4. Performs the nonsupervisory work of the function as needed.5. Implements safety regulatory requirements. Ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions.6. Performs other duties as assigned. RESPONSIBILITY: Supervisor provides general instructions, standard procedures, overall priorities and policies and relies upon the incumbent to control work operations and accomplish an adequate quantity and quality of work. Work is reviewed for efficient and economical accomplishment within priorities and controls received. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Qualifications Military Grades: ENLISTED E6-E9 GENERAL EXPERIENCE: An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must have at least 36 months of specialized working experiences in performing, training and/or supervising assigned integrated systems repair and maintenance work operations. Must have working and training experiences in the maintenance, repair, and modification of integrated multi-complex avionics systems. Skilled in planning tasks for subordinate workers and expanded knowledge in using the equipment, facilities and materials. Skilled in meeting deadlines, in using time management to satisfy priorities and work assignments based on general work schedules, methods, and policies set by higher level supervisors. Experiences included redirecting individual workers and resources to accomplish unanticipated work. Skilled in articulating work requirements to higher level supervisors and experienced in planning current and future work schedules, budget requests, staffing needs, estimates, and recommending projected work. Competent in researching and addressing work related problems such as, excessive costs or low productivity; and, determining the relevant causes. Experiences included implementing corrective actions, within authority, to resolve work problems. Must have the skill and knowledge to plan work and manage leave schedules. Capabilities include the ability to determine the types and levels of training needs, along with providing mentorship and guidance to subordinates for their professional skill and knowledge improvements. Experienced in writing FWS 2610 performance standards and provided subordinates with formal appraisals of their work performance Quality of Experience - Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. As a condition of continued dual status technician employment, the employee must complete the U.S. Army Hazmat Certification within six months of employment and complete the required hazmat recertification every two years. As a condition of continued dual status technician employment, the employee must maintain the position's mandatory U.S. Army military requirements and continue on-the job proficiency requirements. As a condition of continued dual status technician employment, the employee must maintain local network access IAW U.S. Army User Responsibilities and Guidance for Information Systems and Computer Security. As a condition of continued dual status technician employment, the employee requires routine access to classified Secret material or similar environment. For award and retention of a compatible position rank and unit assignment, the employee must have a current National Agency Check, Local Agency Checks and Credit (NACLC) according to the U.S. Army Personnel Security Program Management. The employee's clearance reinvestigations are opened prior to the expiration of his or her current investigations.
