Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION THAT REQUIRES MILITARY MEMBERSHIP. This National Guard position is for a RANGE OPERATIONS TECHNICIAN, Position Description Number PDD2798000 and is part of the Mississippi National Guard. Responsibilities As a RANGE OPERATIONS TECHNICIAN, GS-0301-9, you will serve as a Range Operations Specialist and is responsible for ensuring safe and overall compliance with appropriate regulations and safety requirements. The incumbent plans, coordinates, and assists the Range Operations Officer in directing operations for the Range and Training Area (RTA). 1. Implements range operations functions directly related to the safe and efficient utilization of the Range and Training Area (RTA) complex during live fire and live training operations on multiple ranges, maneuver training area, and live training facilities. Performs range safety functions to include on-site inspections of ranges and training areas, safety pre-briefing to using military and civilian agencies, investigation of range accidents/incidents, and providing technical guidance and advice to supervisors, range safety officers, and unit personnel. Monitors and inspects the range and training area complex for training and recreational activities to ensure compliance with all applicable regulations, procedures, range, or facility standard operating procedures (SOPS), range risk assessments, Surface Danger Zones (SDZs) overlays, and special instructions. 2. Inspects and enforces safe weapons firing and handling, ammunition handling and accountability, safe troop movement, tactical training safety, target emplacement, environmental compliance, and installation and maintenance of warning signs/roadblocks and barriers preventing access to permanent and temporary impact areas and designated hazard areas. Inspects range packets and equipment for completeness and serviceability. Issues range packets, radios, telephones, flags, and keys to units scheduled for training. Coordinates training support materials for training units including, targets, target frames, sandbags, or other items needed. Inspects and clears units from range and training areas upon completion of training. Ensures strict compliance with environmental regulations to include providing instructions for thorough policing of all ammunition, brass, debris, trash, residue by using units. 3. Conducts range, training land, and facility inspections to identify unsafe conditions. Facilitates needed modernization and improvements, and any required repairs. Inspects ranges and training areas to determine compliance with applicable safety and environmental standards. Assists in developing standard operating procedures for use and operation of facilities. Assists in schedule deconfliction of training center facilities. Manages imagery (maps and graphics) of training center ranges and training areas used for orders production and briefings. Manages target manuals and approves shot sheets. Drafts and publishes range schedules after approval. Responsible for dissemination of Notices to Airmen (NOTAMS), Notices to Public, and training directives. Receives concept of operations (CONOPS), range safety memos, and DD Form 2977's, Deliberate Risk Assessment Worksheets, from training units. 4. Ensures that weather information is disseminated to all units who are utilizing ranges, live training facilities, and maneuver training areas on normal and emergency advisories (i.e., weather warnings, tornadoes, flooded crossing sites, Installation closures, and road conditions during the winter months). Provides continual monitoring of all live training activities on the installation Range and Training Area (RTA) complex using Range Facility Maintenance Support System (RFMSS)Enhanced Graphic Fire Desk software. Monitors the issuance, opening, check fire, cease fire, and closing of all live fire ranges, artillery, and mortar firing points, training facilities, and training areas through operation/communications via multiple radio nets. 5. Performs other duties as assigned. Requirements Conditions of Employment Military Grades: E1 - E8 CONDITIONS OF EMPLOYMENT & NOTES: 1. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. Qualifications This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency. Any permanent military technician who is selected for this position will become tenure 3. The selectee will receive the same benefits and entitlements as the tenure 1 employee but will be considered tenure 3 for purposes of reduction in force. You can be terminated at any time with a 30-day notice. If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period). GENERAL EXPERIENCE: Knowledge of military tactical training, qualification requirements airborne and sling load operations, safety of live fire exercises, airspace usage, to approve and schedule training exercise. Working knowledge of Range Facility Management Support System(RFMSS) and functional areas relating but not limited to scheduling, resolving system conflicts, pulling ad-hock reports, generating facility utilization reports etc. SPECIALIZED EXPERIENCE: Must have at least 24 months experience in ensuring safe and overall compliance with appropriate regulations and safety requirements.
