    Description of Job

    Broad Scope of Position:

    This Senior Accountant III position reports to the Controller as part of six person accounting team. This position is responsible for accounting processes, activities, and procedures for History Colorado. Monitors all accounting transactions, funds, and budgeted appropriations for the agency at the directive of the Controller. Generates reports as needed to assist operations in meeting business needs. Accountable to the Controller for implementation and compliance with state fiscal rules, the year-end close, and financial reporting. Will be responsible for compliance with all federal, state, and local reporting requirements. The ideal candidate will be a highly analytical thinker that is able to effectively problem-solve. To succeed in this role, it’s important that you have strong accounting skills and knowledge and are a capable leader.

    Qualifications:

    + Expertise in generally accepted accounting principles (GAAP), governmental accounting concepts as provided by the Governmental Accounting Standards Board (GASB), State Fiscal Rules and accounting procedures, and state statutes of a fiscal nature.

    + Previous supervisory experience preferred.

    + Experience with the state’s CORE accounting system preferred.

    + Preference will be given to candidates with previous experience working for the state in the accounting/ finance field.

    + Certified Public Accountant (CPA) licensure preferred.

    + This posting is only open to residents of the State of Colorado at the time of the position start date.

    Key Duties:

    + Assist in the creation and maintenance of the account structure and chart of accounts and maintaining general ledger activities which entails a deep understanding of Assets, Liabilities, Expenses, and Revenues as well as debit and credit direction for each.

    + Provide professional expertise in generally accepted accounting principles (GAAP), governmental accounting concepts as provided by the Governmental Accounting Standards Board (GASB), State Fiscal Rules and accounting procedures, and state statutes of a fiscal nature.

    + Responsible for Federal Grant agreements and reporting requirements. Primarily responsible for analyzing and determining whether proposed expenses are eligible uses of federal funds. Work with division staff and grant officers as necessary, to resolve any expenditure issues, and clearly document all decisions.

    + Responsible for providing training and support to other staff (accounting and other roles) on various financial systems used within the agency. Examples of this is Point of Sale management, assisting with providing inventory count listings for our museums, and internal workflow and automation.

    + Work with divisions as needed, to support projects that require specialized financial expertise.

    + Assist the Controller with monthly, quarterly, and year-end close.

    + Responsible for regularly reviewing Office of the State Controller (OSC) diagnostic reports and recommending necessary remedial actions.

    + Assist the Controller in performing year-end audit activities. Examples include providing information to our auditors as requested and completing and posting all required audit exhibits at year-end. Exhibits examples are prior period adjustments, balance reconciliations, tax credit data, banking and obligation confirmations, and credit rating details.

    + Review internal documents and transactions for completeness, mathematical accuracy, proper authorization, and proper chart of accounts elements.

    + Responsible for reconciliation of balance sheet accounts (primarily assets and liabilities).

    + Will be part of transaction approval, including verifying proper support attachments on transactions and reviewing accounting string accuracy and flow of debits and credits. As part of this, ensuring we meet our deadlines for entering transactions. Especially being diligent during quarter-end and year-end close activity deadlines.

    + Perform other projects or tasks as assigned.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

     

    Any job offer will be based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.

     

    Experience Requirement: This position requires intensive knowledge of accounting. As such we are requiring a total ofsix (6) yearsof applicable experience including many of the Key Duties outlined above. Candidates with CPA licensure with only requirefour (4) yearsof applicable experience.

     

    Education Requirement: A bachelor’s in accounting is required for this position at a minimum. A master’s degree in accounting is highly preferred and these candidates will be prioritized, as this course of study provides plentiful in-depth accounting knowledge. CPA licensure will also be prioritized for considering candidates.
