    Description of Job

    Work Unit

    This unit exists to protect human health and the environment by assuring the safe management of solid wastes at solid waste disposal sites and facilities through: ensuring proper storage, treatment and disposal of solid wastes; remediating contaminated facilities and sites; conducting inspections; and providing outreach to industry, governmental entities, and interested stakeholders via guidance development, training and technical and regulatory assistance. In addition, the unit collects, analyzes and reports on data associated with solid waste flow, materials management, recycling, and beneficial use within Colorado. The unit works with stakeholders to institute best practices to involve disproportionately impacted communities.

    The Position

    This position exists to become a fully functional environmental protection specialist specializing in product stewardship programs for hard to recycle materials. Under supervision and support of other recycling and producer responsibility specialist in the unit, the position will: 1) conduct inspections for the Paint Stewardship Programs, as well as inspections of other solid waste recycling facilities; 2) provide compliance assistance and technical outreach to the regulated community, and 3) collect, analyze, and evaluate waste diversion recycling data associated with hard to recycle materials and authorized product stewardship programs. This position performs regulatory oversight of Colorado’s Paint Stewardship Program, as authorized under SB 14-029. Specific duties of this position are completed with supervisor oversight as an EPS I position.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Minimum Qualifications

    Five (5) years of full-time work experience demonstrating knowledge of and experience with solid waste regulations.

    OR

    A Bachelor’s degree from an accredited college or university in chemistry, geology, environmental science, engineering (chemical, environmental), industrial hygiene, or a related field.

    AND

    One (1) year of experience in demonstrating knowledge of and experience with

     

    solid waste control regulations.

    OR

    Masters from an accredited college or university in chemistry, geology, environmental science, engineering (chemical, environmental), industrial hygiene, or a related field may substitute for the professional experience on a year-for-year basis. (Substitution)

    Substitutions

    A combination of professional experience in chemistry, geology, environmental science, engineering, industrial hygiene as described in the minimum qualifications above, which provided the same kind, amount and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.

    + Experience within a solid waste recycling program or household hazardous waste program.

    + Relevant years of State service shall be considered.

    + Knowledge and experience providing technical oversight of solid waste management, recycling or household hazardous waste.

    + Experience conducting technical reviews, audits and/or inspections.

    + Strong analytical and organizational skills, with keen attention to details.
