This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.
The Colorado Department of Early Childhood (CDEC)ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families, and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.
Business Operations, Innovation, Technology, & Security (BITS) has 4 crucial teams responsible for the entire agency technology portfolio. The 4 teams manage CDEC's information technology, infrastructure, operations, projects, & enterprise applications. BITS coordinates daily with all of CDEC, the Governor's Office of Information Technology (OIT), and technology service providers in support of the CDEC mission. Our vision is to be the most tech-forward, user-centric agency in the State of Colorado by identifying, implementing, and managing solutions that are sustainable, interoperable, & secure.
The CDEC Innovationteam resides within the Division of Business Operations, Innovation, Technology, & Security (BITS). The Innovation team is focused on technology project management across CDEC. This includes all technical projects and internal services projects that involve technology. The Innovation team’s scope is wide but their target is singular: drive CDEC into a better state utilizing technology resources, processes, and systems. Innovation supports the CDEC mission through cross-team collaboration to achieve shared goals that have broad impact. Their goals are always long-term in nature but they can only be achieved through daily, disciplined efforts. The solutions achieved shall always be sustainable, interoperable, & secure. Innovation’s primary customer & end user is the CDEC staff. Through the achievement of large-scale change, the CDEC staff are able to continuously improve their service delivery. Their primary partner will change often due to the broad scope of projects and goals.
Description of Job
What you’ll be doing:
This position is an experienced Technical Project Manager that is tasked with leading CDEC technology projects critical to the agency’s mission and fundamental business operations. While this role will primarily be focused on BITS-specific projects, the role will be required to work collaboratively across all CDEC units, divisions, and offices. At all times, the position shall be focused tirelessly and endlessly on the needs of the identified end user for each project. The position is expected to utilize an Agile, iterative approach to all technology projects across the BITS technology infrastructure. CDEC, along with its infrastructure of applications and systems, is an expansive, dynamic agency with thousands of stakeholders. To be successful, this role must have a communicative and collaborative approach that encompasses all of these inputs. While we strive to be inclusive of all stakeholders, a principle of the BITS team is that the families, children, and early childhood professionals that we serve have been, are currently, and will continue to be the primus inter pares of all stakeholders. This role will be responsible for the management of the full project lifecycle including, but not limited to, Scope, Time, Cost, Quality, Resource, Communications, Risk, Procurement, Change Management, and Stakeholder Management. The role can expect to oversee projects in areas such as software implementations, ADA/WCAG accessibility efforts, backlog management, quarterly application releases, UI/UX, data security, data privacy, identity management, CX platforms, CRM platforms, & data operations. Common stakeholders include, but are not limited to, BITS Division, CDEC Product Team, Office of Administrative Solutions, CDEC Office of Program Delivery, & OIT. The role is expected to serve as a valuable liaison and pivot between CDEC technologists and non-technical teams.
Major Job Duties include, but are not limited to:
+ Lead & manage all assigned projects.
+ Plan, coordinate, schedule, strategize, and achieve the stated outcomes of assigned projects through the entire project lifecycle.
+ Be responsible for project plans, budgets, timelines, and stakeholder management to achieve the steps, goals, and objectives of the assigned projects.
+ Positions CDEC Innovation & its assets in a position to maximize the project goals for CDEC end users based on the analysis of; BITS technology infrastructure; CDEC strategy; and significant input from the BITS Director.
+ Designs and implements strategy, systems, processes, guidelines, rules, and standards for future adoption and execution.
+ Develops and implements statewide policies, procedures, and operating guidelines governing technology service delivery to empower the Department’s mission and to ensure compliance with state statutes, rules, policies, and procedures.
+ Serve on the CDEC Intake Review Board - an internal governing body to provide oversight and ensure CDEC projects and initiatives are aligned with CDEC Technology (BITS, Product, & OIT) strategy, operations, and capabilities.
+ Lead projects designed to change, advance, and improve CDEC. Due to this, there will be a significant amount of change management required to be successful and achieve full-scale adoption of outcomes.
+ Coordinate communications associated with change management to impacted stakeholders through the development of documentation and working with vendors & staff to design and implement training and self-help resources identified within project goals or required by stakeholders and product users to effectively utilize systems.
+ Perform other duties as assigned.

Minimum Qualifications
+ Seven (7) years of full-time professional work experience in technology, software, or operations that includes project management; which must have included the following:
+ At least two (2) years of experience in leading/managing Agile technology projects including direct experience with a diverse population of end users,
OR
+ Education and Experience: A combination of related education and/or relevant experience in technology, software, or operations that includes project management; which must have included the following: at least two (2) years of experience within in leading/managing Agile technology projects including direct experience with a diverse population of end users.
+ Acceptable degree programs: Project Management, Information Systems, Business Administration, Computer Science, or Information Technology.

+ Experience communicating between tech & non-tech teams/stakeholders in a manner that “makes sense to a person.”

+ Technology experience with diverse, multi-division companies/agencies OR technology experience with lean teams in early phases of development.
