    Your Specific Responsibilities:

    This is a highly responsible and independent Operational Planning and Development Program Consultant position in the Division of Community Health Promotion. The Organizational Planning and Development Program Consultant is responsible for overseeing the operation of the organizations performance management system. Key areas of responsibility are Performance Management, Strategic Planning, Continuous Improvement, Accreditation, and Customer and Employee Feedback. Duties include but are not limited to developing, monitoring, and revising the organization’s foundational plans and annual progress reports. Tracking key performance indicators and metrics supporting the foundational plans. Leading the organization through Public Health Accreditation Board (PHAB) accreditation. Driving strategies for continuous improvement in organizational processes and services, using quality improvement (QI) processes and assessment tools to better identify and serve customer and workforce needs. Responsible for developing and teaching a Performance Management/QI training series for DOH-Collier personnel. Coordinates and facilitates the Performance Management Council, Performance Excellence Leadership Council, QI team, and Workforce Development team. This position provides for the incorporation of the Sterling Criteria/Baldrige Criteria within the framework of DOH-Collier operations. Contributes to the organization’s culture of performance excellence by actively seeking to improve personal and organizational performance through measurement, analysis, knowledge management, process improvements, and participation in performance management committees, councils, and/or workgroups. Continuously demonstrates the Department’s ICARE values.

     

    Performance Management Plans and Accreditation

     

    Developing, monitoring, implementing, and evaluating the organization's foundational plans (Performance Management QI Plan, Strategic Plan, Workforce Development Plan) and annual progress reports. Ensures that all foundational plans including the Community Health Assessment, Community Health Improvement Plan, and Emergency Operations Plan meet PHAB Accreditation standards. Develops, monitors, and tracks the organizations performance management system to ensure alignment with local and state priorities. Uses performance indicators to evaluate and measure the effectiveness of programs against objectives and/or standards. Drives implementation of the foundational plans, including performance measures and creating appropriate manuals and documents. Utilizes defined tracking systems for monitoring the progress of projects, activities, and action plans; Maintains, updates, and facilitates the performance scorecard and key performance indicator reviews. Researches and assimilates data from various detailed record sources for the development of analysis, trends, and reports. Responsible for the operations of the assessment, planning, implementation, and evaluation steps of the performance management system. Provides management with project status and action plan reviews, feedback, and appropriate reports. In collaboration with program staff and management, prepares and leads the organization through the PHAB Accreditation process. Provides an assessment and final review of Project Public Health Ready Accreditation to senior leaders. Provides oversight to ensure accreditation standards are incorporated and adhered to throughout the department to maintain accreditation status. Maintains current knowledge of national public health standards, as required. Acts as DOH-Collier accreditation liaison with the State Program Office. Acts as a Performance Management liaison, adhering to all competencies and expectations as required by the State Program Office.

     

    Continuous Improvement

     

    Drives continuous improvement in organizational processes and services, using quality improvement processes and assessment tools to better identify and serve customer and workforce needs. Assists managers in identifying opportunities for potential improvement. Responsible for developing an in-house Performance Management/Quality Improvement training series for DOH-Collier personnel. Facilitates the marketing of the course in TRAIN, teaching, tracking, and reporting course completion. Plan, coordinate, support, and evaluates QI projects. Integrates the Plan, Do, Check, Act (PDCA) methodology into performance improvement activities. Develops and implement a systematic process for assessing and improving customer and workforce satisfaction. Conducts research and/or literature reviews to identify and inform staff of best practices and evidence-based interventions. Assists with documenting and sharing of best practice initiatives. Facilitates the Culture of Quality assessment and develops an action plan to maintain and improve organizational excellence.

     

    Facilitation

     

    Leads, coordinates, and facilitates the Performance Management Council, Performance Excellence Leadership Council, Performance Management Quality Improvement team, Workforce Development team and other committees. Provides assistance and is a resource to senior leadership and departments in identifying, planning, and implementing performance improvements. Facilitates internships to perform health information data analysis, creates reports, and disseminates assessment findings and strategies for improved health outcomes. Conducts research, compiles information, and prepares reports required for completing special assignments, formulating management decisions, and compiling and analyzing data related to administrative, regulatory, and planning issues. Facilitates special projects and inter-program teams as requested. Maintains professional competency by attending training opportunities and conferences related to professional service delivery. Coordinates training opportunities for DOH-Collier supervisors, managers, and staff on quality improvement techniques and tools.

     

    Customer, Employee and Partnership Satisfaction

     

    Acts as the Customer Feedback Coordinator monthly, collecting customer satisfaction surveys from survey boxes and inputting the surveys into Survey Monkey. Distributes customer, community partner, and employee satisfaction surveys and records results. Tracks analyzes and reports customer feedback trends. Reports customer satisfaction and customer concern data to program managers and senior leaders. Tracks and reports excellent employee customer service. Responsible for creating, distributing, and analyzing various survey results. Manages and reports electronic customer satisfaction feedback reports and analyzes trends. Annually reviews and updates Operational Planning and Development Policies and Procedures. Responsible for maintaining and updating the Reports and Data website pages with quarterly indicator reports and foundational plans. Maintains professional competency by attending training opportunities and conferences related to professional service delivery. Performs other duties as assigned.

    Required Knowledge, Skills, and Abilities:

    + Experience in writing, reviewing, or editing documents for presentation to senior level managers within an organization.

    + Experience in analyzing and interpreting data pertaining to organizational performance.

    + Demonstrated knowledge of communicating ideas, finding and recommendations clearly, concisely verbally and in writing.

    + Demonstrated ability to collect, analyze, and interpret data and statistics and identify, assess, document, and communicate the pros and cons of possible alternative strategies.

    + Skill exercising considerable initiative, fostering collaboration and teamwork, and demonstrating creativity and innovation leading to improved work processes.

    + Skill translating vision into strategies with clear objectives and practical action plans providing clear guidelines for meeting goals.

    Qualifications:

    Required: Bachelor’s degree from a U.S. accredited college or university, and/or three-four years of direct experience facilitating performance management, leading accreditation process, leading quality improvement efforts, and community health strategic planning experience; or an equivalent combination of education, training, and/or experience.

     

    Valid Florida Driver’s license and reliable transportation.
