Your Specific Responsibilities:
This is a highly responsible professional position in the Bureau of Family Health Services, reporting to the Maternal and Child Health Section Administrator. This position encompasses complex administrative, supervisory, technical, and contract management oversight of Florida's Healthy Start program. The following describes the major duties and tasks for this position:
This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
Serves as the supervisor for contract managers and monitors compliance with the mandatory requirements in section 287.057(13) and 215.422, F.S. This includes, but is not limited to, assisting with the development and timely execution of contracts; participating in and leading contract negotiations; ensuring that contract managers are meeting the Department timeframes for processing invoices, contract executions, contract information, system updates, and monitoring requirements. This position is expected to serve as the Maternal and Child Health section’s contract expert.
Participates in Quality Assurance reviews of Healthy Start coalitions and county health departments. Provides technical assistance and monitoring of services for compliance with state and federal guidelines. Coordinates and develops training programs for Healthy Start internal contract management staff. Coordinates and develops trainings for Healthy Start coalitions as technical assistance needs are identified.
Provides public health systems consultation and technical expertise to Healthy Start coalitions, county health departments directors/administrators, physicians, nurses, and others regarding infant, maternal, reproductive and child health. Works collaboratively in the overall design, implementation, administration, management, and evaluation of Florida’s Healthy Start Program.
Collaborates with other Department of Health’s divisions, bureaus, state departments/agencies, and health care providers in the area of policy and program development and provides technical assistance on service delivery. Designs, encourages, and implements special initiatives, demonstrations or pilot projects that enhance Healthy Start service delivery. Reviews, on a regular basis, infant, maternal, reproductive and child health and other health related materials that impact policy and program development. Responds to requests for information regarding the operation of Healthy Start services statewide.
Provides consultative services and technical assistance on a statewide basis to county health departments, contract providers, and others as requested.
Plans, conducts and/or attends meetings, workshops, conferences or seminars regarding activities, projects, and programs within the Maternal Child Health section. Represents the Bureau of Family Health Services at local, state, and national conferences, workshops, and seminars regarding assigned areas of responsibility as needed.
Participates as a team member in the planning and development of Bureau of Family Health Services initiatives, legislative bill analysis, and budget issue proposals as required to support the Bureau of Family Health Services' Programs.
Cultivates and maintains professional linkages with colleagues in state and national associations and agencies. Participates in an information exchange network with statewide maternal child health leaders and assists in the development of statewide plans that transcend program specialties.
Assists in the development of statewide grant applications.
Performs other duties and responsibilities as assigned or required.
Required Knowledge, Skills, and Abilities:
Ability to plan and develop programs or program components; Ability to prepare budget proposals and funding requests; Ability to supervise people and maintain effective working relationships; Ability to understand and apply applicable rules, regulations, policies and procedures; Ability to communicate effectively verbally and in writing; Knowledge of the principles and practices of the public health care delivery system, administration and planning.
Qualifications:
Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. The incumbent may have access to records containing social security numbers in the performance of job duties. Serve as contract manager as required by section 287.057(15), Florida Statutes. This position requires job-related travel. Assigned Purchasing Card responsibilities.Serves as the supervisor for a contract manager(s) and monitors compliance with mandatory requirements in sections 287.057(16) and 215.422, Florida Statutes. Assigned Purchasing Card responsibilities. Purchasing- This position is responsible for the preparation of purchasing and the approval of purchasing.
