    Job Overview

    As a Sr. Director, the primary duty of this role is to lead the Clean & Resilient Buildings, Market Development portfolio and serve as an integral member of the Clean & Resilient Buildings leadership team. This role is one of two portfolio Director roles, and will directly oversee the strategy, programs and activities of the Market Development portfolio. This role reports directly to the Vice President of Clean and Resilient Buildings.

     

    The Market Development portfolio consists of two primary teams (Technical Assistance, Demonstration Projects) that deploy a series of interventions focused on transforming the market for building energy systems (e.g., heating, cooling, hot water) and building efficiency so that the technologies and solutions that are clean, efficient and help advance decarbonization are readily available and affordable, and therefore the ones that become “business-as-usual.”

     

    It includes but is not limited to: identifying and advancing cost-effective strategies to help efficiently decarbonize harder-to-electrify buildings and sectors through compelling demonstrations; providing decision-grade information and plans that lay out how individual buildings can efficiently decarbonize through our technical assistance activities; and generating and providing useful insights and data to the market to help drive replication and scale over time. This position collaborates closely with other NYSERDA business units including Innovation to drive adoption of new technologies.

     

    As importantly, this position is responsible for helping guide the Clean and Resilient Buildings business unit and associated Market Development teams in translating NYS climate, energy and related policy goals regarding the built environment and NYSERDA’s strategic priorities and funding objectives into a set of actionable market transformation interventions to achieve those goals. This position will be critical to effectively communicating why and what types of market/building transformation activities are critical to scaling up energy efficiency and building decarbonization to meet NYS policy requirements.

     

    This position must have proven leadership and managerial experience, including proven ability to effectively implement change management, while delivering on a set of results-oriented goals and outcomes across multiple teams and staff.

     

    A broad knowledge and understanding of: (1) pertinent building technologies and the building retrofit industry and key stakeholders across a range of building sectors--including commercial, industrial and institutional--is required; in addition to (2) understanding the financial decision-making associated with project investments and/or the regulatory framework for buildings and clean energy. Understanding and experience with project business model development and project financing structures would also be helpful.

    Primary Responsibilities

    + Laying out a vision and approach for how the Market Development portfolio works together holistically and (1) with other Clean & Resilient Buildings teams to achieve the underlying changes in the building retrofit market that are needed to advance efficient building decarbonization at scale across New York State, as well as (2) with other key activities that are implemented by other business units at NYSERDA, including but not limited to Innovation, Financing Solutions, Workforce Development, Marketing/Outreach

    + Identifying how key strategies and programs will need to evolve over time to meet market needs, including through ongoing engagement and feedback from a broad set of stakeholders, including NYS sister agencies, key market actors (e.g., building service providers, manufacturers), trade associations, technical organizations, economic and environmental organizations, utilities, and community groups

    + Overseeing delivery of the Market Development portfolio to meet planned objectives, key results, and other performance metrics that track market transformation progress

    + Delivering critical market insights, as informed by NYSERDA’s Market Development activities, that can help promote replicability and reduce soft costs related to building energy efficiency and decarbonization measures

    + Overseeing all operational aspects of the Market Development portfolio, including overall budget planning, project management and execution, back-end systems and database development, performance reporting, program evaluations and communicating outcomes.

    + Overseeing processes by which the teams and staff under the Market Development portfolio are in close coordination and collaboration with one another in a way that reflects a portfolio driving one set of holistic outcomes. The Portfolio Director should oversee standardization of approaches where appropriate and relevant.

    + Developing and managing key senior-level relationships with other business units at NYSERDA to ensure a one NYSERDA approach across all aspects of planning, execution, and evaluation/performance management.

    + Developing and managing key senior-level relationships with market, policy and other critical stakeholders

    + Managing key external-facing communications related to the Market Development portfolio, including working with other relevant teams at NYSERDA

    + Being responsive to executive, NYS sister agencies, and other high-priority requests for information, coordination and engagement

    + Supporting development of overall Clean and Resilient Buildings strategy and implementation, including coordination of cross-team efforts, development of plans and proposals for funders, regulators and executives.

    Essential Functions and Duties include but are not limited to:

    Strategic Leadership and Development

     

    + Oversee the various teams and staff under the Market Development portfolio, including guiding the Technical Assistance and Demonstration Projects teams to identify, prioritize and implement a series of compelling demonstrations, technical assistance, and other related initiatives/activities that will have significant impact in advancing and scaling building efficiency, electrification and decarbonization across New York State

    + Advance a cohesive and compelling vision and strategy for market development and market transformation through the portfolio activities, including how NYSERDA’s specific activities are driving the change that is needed, as demonstrated through quantitative and qualitative outcomes and metrics.

    + Demonstrate leadership and strategic vision vis-à-vis external stakeholders (e.g., developers, equipment suppliers, vendors and design and engineering firms, policymakers, regulators, community groups, industry groups, etc.) including building strategic partnerships and coalitions to help advance the market change that is needed

    + Work to deliver an end state where choosing clean, efficient building energy and envelope technologies is the easy, business-as-usual decision for building owners and decision-makers across New York State

    + Drive a portfolio of initiatives/programs that accelerates market transformation to support energy efficiency, efficient building electrification and decarbonization measures at scale, including but not limited to:

    + Piloting, demonstrating, and replicating new technologies and business models to advance innovative, scalable, and cost-effective solutions

    + Providing technical assistance and information demonstrating the value of clean energy/energy efficiency to support decision-making that leads to clean energy/energy efficiency projects

    + Providing information, data, and education for customers and service providers to raise awareness and demand, reduce customer acquisition costs and improve investor and customer confidence in energy efficiency, efficient electrification and decarbonization technologies and solutions for buildings.

    + Reducing soft costs through standardization, matchmaking, streamlined audits, and aggregation

    + Strategically using incentives as a bridge to a future where incentives are no longer needed

    + Integrating financing solutions where appropriate

    + Build programs and allocate resources based on actionable insights informed by and tested with relevant markets

    + Maintain a network of stakeholders, market participants, trade associations, peer program administrators, policy experts, and other sources of insight to inform design and enable improvement of NYSERDA's solutions

     

    Execution and Ongoing Improvement

     

    + Oversee effective and efficient management of program and portfolio operations, with an ongoing eye for improvement, including identifying and implementing opportunities to standardize and streamline across teams/programs and across the portfolio.

    + Oversee delivery of portfolio and programs to meet established rules and requirements, including but not limited to funding sources, budget, performance management, outcomes, and market impact metrics.

    + Directly inform the priority research agenda, priority operational and planning goals, priority data strategy initiatives of the Clean and Resilient Buildings business unit, as well as help inform key NYSERDA-wide initiatives.

    + Ensure effective management and delivery of services, incentives, and other project-based transactions

    + Manage financial, staff and contractor resources for efficiency and effectiveness

     

    People Leadership and Development

     

    + Lead and manage teams and staff that work on NYSERDA’s Market Development portfolio, including across intervention types and building sectors, including commercial, residential, institutional, industrial and agriculture retrofits

    + Develop and build a high-performing, highly collaborative organization

    + Foster a culture of excellence grounded in people development, learning, problem solving, and teamwork

    + Develop staff and colleagues to meet NYSERDA's goals and their own professional goals; serve as a mentor and a role model

    + Build multidisciplinary networks within NYSERDA, and at the NY Green Bank, Department of Public Service, other agencies, and the Governor's office to advance New York State goals and priorities

    + Perform all managerial and supervisory responsibilities with respect, fairness, consistency, and inclusion across the workforce.

    Minimum Qualifications

    + Bachelor’s degree and 12 years of relevant experience including 6 years in a supervisory role with a demonstrated record of success in setting strategy and successfully delivering services or solutions at scale or scope within business or government operating environments.

    + Insight and understanding into a broad array of market transformation interventions p across sectors, building, and customer types, including effectively communicating why, what and how

    + Skill in gaining and using insight and feedback from stakeholders and market actors and the market context to formulate strategy and design and evolve solutions

    + Keen awareness of the economics, policy and political dynamics, regulations, institutional and market drivers, and other factors that affect decision-making of program partners, customers, and other stakeholders – and of the implications for impactful NYSERDA and utility, interventions across the sector

    + An ability to lead and develop a large team to achieve their potential, innovate and look at a business in new ways, and deliver impactful and market-relevant output

    + Puts the team first; a track record and natural predisposition toward investing in the success of colleagues and building productive relationships across a diverse organization

    + Demonstrated problem-solving ability; an entrepreneurial edge, resourcefulness, adaptability, and an instinct for surfacing value and pragmatic solutions

    + A track record as an exceptional manager, coach, mentor, and developer of talent

    Preferred Qualifications

    + Master’s degree and 10years’ experience including 6 years in a supervisory role particularly in policy, public or business administration, architecture, engineering, real estate, urban planning, or related field,

    + Related professional certification in energy or building science or engineering preferred.

    + Experience with data analysis, proficiency with Salesforce, Tableau or MS Project.

    Travel Requirements:

    This position requires some travel (15%) between NYSERDA’s offices in Albany and New York City, as well as to engage market partners and promote key project and program accomplishments and associated press events and conferences.
