    Summary This is an Air Reserve Technician (ART) position. The primary purpose of this position is: This is an Enlisted Air Reserve Technician ART position responsible for serving as the Air Force Reserve Command (AFRC) Numbered Air Force (NAF) Aerial Port Operations Readiness Program Manager for the NAF and all of its subordinate Aerial Port units/functions. DUTY 1. Conducts the Aerial Port Plans and Programs for the Numbered Air Force (NAF) in support of a Readiness Program. DUTY 2. Executes Planning and Programming, Operational Readiness, and Related Training Requirements for Aerial Port Transportation Activities. DUTY 3. Establishes and implements NAF Aerial Port Readiness Pay-It- Forward (PIF) processes and schedules. DUTY 4. Performs NAF Aerial Port Operations program reviews as direct. DUTY 5. Accomplishes studies, conducts trend analysis, and performs other work associated with maintaining maximum combat readiness of all NAF Aerial Port subordinate units. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Specialist Series 2101. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Specialized Experience (for positions above GS-5): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Note: you must submit a copy of official transcripts. OR LL.B. or J.D., if related. NOTE: You must submit a copy of official transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of air transportation policies, principles, and practices, procedures, and techniques to provide NAF oversight of assigned aerial port programs and subordinate units. Knowledge of the mission, organization, programs, and functions of the Air Force Reserve Command (AFRC) Numbered Air Force (NAF) to include readiness and wartime requirements. 2. Knowledge of directives, methods, terminology and analytical techniques and procedures pertaining to NAF Aerial Port program plans and operations to develop guidance for Aerial Port Operations program implementation throughout the NAF. Knowledge of SORTS, ART, DRRS, and aerial port host tenant support agreements. 3. Knowledge of analytical techniques to measure the effectiveness, efficiency, and productivity of NAF Aerial Port programs. Broad knowledge of the operations, practices, and policies of the USAF, AFRC, AMC, NAF and subordinate unit's functional or program activities to develop, integrate, evaluate the effectiveness and efficiency and coordinate aerial port plans and programs. 4. Knowledge of a comprehensive range of Aerial Port related principles, concepts, and practices concerning aerial port operations with complicated technical requirements and varied functions requiring different operational procedures. Knowledge of and ability to develop Aerial Port Operations career field training programs and conduct training and testing. 5. Ability to communicate effectively, both orally and in writing; and maintain good order, discipline and working relations. 6. Knowledge of operating programs throughout the NAF in order to conduct studies, analyze findings, and make recommendations of substantive programs within area of assignment. Skill and ability to prepare project and staff reports and to deliver briefings to high level officials both civilian and military. Knowledge of Air Force continuous process improvement methodology, tools, and techniques. Knowledge of safety, health, and security regulations. OTHER SIGNIFICANT FACTS: 1. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies UTA. 2. May be required to work uncommon tours of duty to support UTAs, train reservists and provide support during mobility exercises, deployments or inspections. 3. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and military aircraft to perform temporary duty assignments. 4. The incumbent must obtain and maintain a Secret security clearance. 5. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active-duty service, the type of discharge and character of service (i.e. honorable).
