    Scada & Communications Specialist 2

     

    $57.15 Per Hour

     

    This position is covered by NERC CIP cyber security standards. Prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.

    SUMMARY:

    Under minimal supervision, installs, operates, maintains, tests, adjusts, troubleshoots and repairs electrical substation supervisory control and data acquisition (SCADA) systems and communication equipment including but not limited to microwave radio, fiber optic, private and public leased telephone circuits, network routers and switches, two-way radio, IP and serial radio and digital TDM multiplexers for all TNMP regions. Performs testing on substation SCADA and communication equipment such as OTDR tests on fiber optic cables, receive signal measurements on radios, bit-error testing on serialized circuits. Complies with all company safety rules and procedures. Responsible for tools, test equipment, documentation and fleet vehicle. Develops advanced technical skills and ability to work independently and safely around high voltage electrical hazards.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    Consults and engages with system operations and substation engineering personnel regarding SCADA interfaces and compatibility with substation power control, switching and monitoring of transmission and distribution utility devices

     

    Prepares and assists in the installation and commissioning of substation SCADA equipment. Performs functional testing and checkout of SCADA field devices

     

    Interfaces substation SCADA remote terminal units (RTUS) and Human Machine Interface (HMI) telemetry systems with radio and fiber optic communication equipment

     

    Responsible for maintaining, testing and repair of communication circuits for NERC regulatory compliance

     

    Provides technical support on operation and maintenance of the fiber optic multiplexers, microwave radios, radio tower hardware, network routers and switches, remote alarm monitoring systems, AC and DC power converters, communication equipment use in conjunction for SCADA, protective relaying, metering and telephone voice and data services in substations including equipment returns to vender for repair

     

    Installs, supports, maintains, tests, troubleshoots and removes microwave radios and radio hardware, MAS radio and radio hardware, fiber optic multiplexers and other equipment, private and lease voice and data circuits including telephone and dedicated IP and serial circuits

     

    Supports communication voice and data equipment, systems and circuits at Alvin System Operations Center. Prepares and maintains system drawings, maps and schematics and database spreadsheets for SCADA, microwave and two-way radio, telephone and any other equipment as may be required to operate and control the business

    COMPETENCIES:

    In-depth knowledge of electronics theory and practice

     

    Working knowledge of electric utility substation operations and safety

     

    Practical knowledge of voice and data communication networks including analog and digital communication technology

     

    Basic working knowledge of packet-switched IP networks including routers and switches, terminal servers and voice-over-IP telephony technologies

     

    Strong analytical and problem solving skills

     

    Ability to manage multiple work assignments and work with various departments

     

    Demonstrate ability to troubleshoot and resolve complex communication and electrical problems related to SCADA, meters, telephone and protective relays communications

    QUALIFICATIONS

    **MINIMUM EDUCATION AND/OR EXPERIENCE** :

     

    High school diploma or GED with seven to nine years of related utility SCADA and telecommunications experience and/or training, or equivalent combination of education and experience.

     

    2 Year Associates degree telecommunications, computer science or networking, physics or mathematics preferred.

    COMMUNICATION SKILLS:

    Ability to read, analyze, and interpret documents such as technical manuals , financial reports, and legal documents, schematic drawings, flow diagrams and spreadsheets.

     

    Ability to respond to common inquiries or complaints from customers and regulatory agencies

     

    Ability to write emails and reports that conform to prescribed style and format

     

    Ability to effectively present information to upper management or employees of the organization

    MATHEMATICAL SKILLS:

    Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume

     

    Ability to apply concepts of basic algebra and geometry
