Koniag Management Solutions, a Koniag Government Services company,** **is seeking a Project Director to lead a team in providing grant management services for our HHS client, located in Washington, DC.

The Project Director will oversee a team to deliver grant management activities for an HHS client. The purpose of this contract is to support the convening of Grant Application Panel Reviews through the ongoing recruitment, training, and management of qualified Grant Reviewers and Grant Panel Review Chairpersons.
Primary Functions & Responsibilities
The Project Director will:
+ Serve as the primary point of contact for federal contracting staff.
+ Provide subject matter expertise and guidance.
+ Draft new project timelines and project kick-off agendas.
+ Ensure that work products and deliverables are on schedule.
+ Assign and oversee task completion.
+ Manage schedule resources, cost, and quality down to the subtask level.
+ Implements, monitors, and reports on QA/QC System.
+ Maintain a master schedule of all concurrent competitions and initiatives.
+ Be responsible for overall contract management and billing.
+ When required, willing and able to "drop down in the weeds" when needed to support your team in executing both complex and simple tasks - ranging from complex database administration to making sure that application screening remains on schedule.
Position Requirements
**Clearance:** Ability to obtain and maintain a Public Trust security clearance.
Education:
+ 8-10 years of experience, B.A. in related field. Years of experience can be used in lieu of a degree.
Experience / Skills / Competencies:
+ At least eight years of Progressive management experience with the ability to ensure all cost, schedule, and performance measures stay on track.
+ Team leadership and staff management experience.
+ Previous federal project management experience, particularly with federal grant programs/applications and the federal peer review process.
Program Management:
+ Demonstrated proficiency/experience in successfully developing, implementing, and managing complex, high-profile projects, including experience in successfully implementing quality-assurance systems, proven project management approaches and methodologies that facilitated accuracy and improved the provision of client services.
+ Ability to accurately assesses complexities and dependencies in projects and activities, manages projects to completion through project management tools and regular check-ins with team and client, escalates to supervisor as needed and comes with solutions.
+ Strong analytical skills with the ability to assess project complexities, manage tasks through project management tools (e.g., Microsoft Project, Asana), and proactively provide solutions.
+ Analytical Problem Solver: Accurately assesses complexities and dependencies in projects and activities, manages projects to completion through project management tools and regular check-ins with team and client, escalates to supervisor as needed and comes with solutions
People Management:
+ Experience directing teams of 5 or more to deliver on customer strategic visions.
Data and Writing:
+ Demonstrated proficiency to review, aggregate, and present data gathered from multiple sources, providing data management, analysis, correspondence, technical writing and editing.
+ Experience in developing comprehensive technical documentation, including system configurations, SOPs, and user guides, ensuring clarity for both technical and non-technical stakeholders.
+ Knowledge, demonstrated experience, and skills in using and maintaining a wide variety of existing information technology applications including advanced spreadsheet operations, relational databases, internet-based applications including webinar and database applications, and word processing, publishing, and presentation application solutions.
Communication and Presentation:
+ Demonstrated proficiency to communicate clearly, both orally and in writing, and produce high-quality written products such as memoranda, presentations, and correspondence.
+ Proven record for providing project analysis, preparation of recommendation documents, and presentation to senior-level decision makers.
+ Excellent written and verbal communication skills with the ability to write organizational and technical reports for various audiences, including responses to ACF, HHS, Congress, or the general public.
Finance:
+ Understanding of building and managing budgets, tracking expenditures against budgets, reviewing and approving invoices with attention to detail.
Grants Know-How:
+ Experience with federal grants management and application experience, large-scale federal competitive grant processes, and electronic federal grants systems such as GrantSolutions. Familiarity with the structure of Notices of Funding Opportunities (NOFOs), previously Funding Opportunity Announcements (FOAs), and standard forms of federal grants
Good to Have:
+ PMP Preferred.
+ Experience with Health & Human Services (HHS), particularly the Administration of Children and Families (ACF) and the Office of Head Start (OHS).
+ Experience working with or knowledge of Head Start, childcare, early childhood education, or other educational programs is preferred.
+ Experience in federal proposal management, budgeting, and other business development capacities.
