This position is eligible for telework to applicants who reside in Minnesota or a bordering state. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time.
This position is an integral part of the Department of Human Services Health Care Eligibility Operations Division. The Health Care Recipient Billing team ensures billing accounts are opened and closed timely, and that inquiries, invoices and payments are effectively addressed and processed, administer and enhance the accounts receivables, billings and business processes within the State Wide Integrated Financial Tools (SWIFT) System. This position will work closely with other professionals inside and outside DHS as well as the people we serve via phone and email contact.
Under general supervision/procedure control, the incumbent will be responsible for coordinating, establishing, and maintaining the administration of the recipient premium, spend-down and fee billing programs:
+ Medical Assistance for Employed Disabled Persons (MA-EPD)
+ Alternative Care (AC)
+ Special Needs Basic Care (SNBC)
+ Minnesota Senior Health Options (MSHO)
+ MinnesotaCare for DACA (Deferred Action for Childhood Arrivals) Grantees
The incumbent will review administrative processes for accuracy, technical competency, for compliance with eligibility, reporting, and other administrative requirements to ensure the highest degree of fiscal integrity while maintaining a high standard of customer service.
Minimum Qualifications
+ One year of customer service experience working in a call center environment handling high call volumes. Ability to interact effectively with individuals having differing backgrounds to provide prompt, courteous and accurate information on the telephone.
+ One year of experience in accounts receivable or data entry skills using an accounting software platform or accounting skills sufficient to process account receivables, resolve account variances, and ensure correct billing activity.
+ Experience using multiple databases simultaneously to manage and interpret complex data and tasks.
+ Experience using Microsoft Office suites specifically Excel, Word, Outlook, Teams and SharePoint sufficient to export data, create tables and reports, draft documents and emails, communicate through chat and navigate document libraries and lists.
+ Basic math skills to calculate premium changes, credits and debits, reconcile financial transactions and balance accounts.
+ Able to perform effectively and efficiently with others and independently in a high-pressure work environment to produce high quality results when there are multiple work tasks, varying time constraints and deadlines.
+ Effective listening sufficient to:
1. Understand information provided by customers.
2. Ask pertinent questions to get at the root of the problem in order to better comprehend issues, improve accuracy, and provide relevant solutions.
3. Build relationships, foster trust, and defuse conflict.
4. Understand the context of conversations, requests, and assignments.
5. Identify and understand various stakeholder perspectives and communication styles and needs in order to resolve issues.
Preferred Qualifications
+ One year experience working in the Statewide Integrated Financial Tools (SWIFT) system.
+ One year experience with Minnesota Health Care Programs eligibility, utilizing the MAXIS and MMIS eligibility systems.
+ Demonstrated critical thinking skills and ability.
+ Ability to type 40-60 words per minute with 95% accuracy.
+ Experience working effectively with people from diverse backgrounds and cultures.
+ Research, analysis, and problem solving sufficient to:
1. Receive, understand, and interpret complex state and federal laws, MHCP billing and related eligibility policy, processes, reports, as well as technical, system, and business information
2. Logically approach problems using analysis and sound reasoning.
3. Conduct research about MHCP recipient billing issues using a variety of data and information resources.
4. Analyze, interpret, and take action on simple to complex eligibility and billing data.
5. Determine compliance with MHCP policies and processes as they relate to billing
6. Interpret and apply a variety of manuals and tools.
