    The Executive Director (Director) assists the Minnesota Council on Latino Affairs (Council), with its statutory duty to advise the legislature and the Governor on issues related to economic, social, legal, and political equality for the Latino community in the state. The Director serves as the primary administrator and executive of the Council. The Director implements Council decisions and advocates for public policies recommended by the Council. The Director carries out all duties described in Minnesota Statues 15.0145.

     

    Under Minnesota Statues 15.0145, Subdivision 5, the Director serves in the unclassified service at the pleasure of the Legislative Coordinating Commission. The Director reports to the Chair of the Minnesota Council on Latino Affairs. The Director works collaboratively with the leadership of the Council, and all of its members.

     

    Note:** **_A person who is currently a member of the Council must resign from the Council before submitting their application, or their application will not be considered._

    Minimum Qualifications

    The successful candidate should have at least five (5) years of professional and progressive leadership experience sufficient to lead a small agency.

     

    At least three (3) years of the experience noted above should be working on legislative initiatives, public policy, or legal matters. A Juris Doctorate in Law, Master's in Public Policy, or similar degree may substitute for up to two (2) years of the required experience. The position requires:

     

    + Deep knowledge and understanding of the Latino communities in Minnesota.

    + Knowledge of the legislative process.

    + Experience advocating for policy changes or working through issues of concern for the Minnesotans in the Latino community.

    + Human relation skills to be able to build relationships, influence outcomes, and work effectively with and across the Latino community stakeholders, policymakers, government officials, agency leaders, and a variety of local and national forums.

    + Ability to travel intrastate and interstate as required by duties.

    Preferred Qualifications

    + Knowledge of Minnesota statues, policies and rules.

    + Ability to prepare a variety of reports and press releases.

    + Experience with budget development and budget administration.

    + Capability to work at a high level of performance in different cultural settings with a flexible schedule.

    + Knowledge and experience with project management and/or strategic planning to meet council goals.

    + Ability to communicate and present clearly and effectively across diverse groups of community stakeholders, government entities, nonprofit agencies, media and the business community.

    + Demonstrated knowledge of the principles and practices of public policy analysis and development.
