    About the Paid Leave Division:

    Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child. We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us—workers, employers, caregivers, and insurers—to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program. The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.

    Position Purpose:

    This position is responsible for overseeing financial operations for Minnesota’s Paid Leave program, serving as the program’s Cash Manager. The incumbent will lead a team working on the financial planning, reporting and oversight of the Paid Leave Trust Fund, ensuring transparency, integrity, and compliance with state and federal fiscal requirements. This includes managing fund accounting, daily and monthly cash reconciliation, collections for benefit and employer contributions and encumbrances for small employer grants. This role will be responsible for completing the annual Paid Leave financial statements for inclusion in the Annual Comprehensive Financial Report (ACFR) in compliance with GASB standards and GAAP in a timely manner to DEED’s Administrative and Financial Services (AFS) and Minnesota Management and Budget (MMB).

    Key Responsibilities Include:

    + Oversees the receipt and reconciliation of employer premium collections and exemption application fees, ensuring accurate and timely recording in accounting systems.

    + Supervise overpayment recovery processes, including coordination with AP and collection of funds.

    + Collaborate closely with the Payments Supervisor (AP) to ensure integrated financial oversight, reconciliation accuracy, and consistent application of internal controls across all payment and receivable streams.

    + Coordinate and prepare annual financial reporting in coordination with AFS and MMB, consolidating data across AP and AR functions.

    + Manage seasonal employer designation workflows and ensure correct status for contribution requirements.

    + Lead reconciliation of incoming payments, fee collections, and employer underpayments, ensuring accuracy and accountability.

    + Support reporting, audit preparation, and internal control improvements related to accounts receivable functions.

    + Supervise and develop staff responsible for AR analysis, collections, and employer services.

     

    This position will be based out of the St. Paul office.

    Minimum Qualifications

    Four (4) years of experience performing accounting, fund management or financial analysis AND at least one (1) year of experience in a lead or supervisory role.

    Applicants that meet the above minimum qualification will be further evaluated on the following:

    + Experience in governmental accounting principles.

    + Experience performing or overseeing fund reconciliations, financial reporting or cash forecasting.

    + Experience interpreting and applying financial policies or statutory funding requirements.

    + Experience supervising financial or accounting staff.

    Preferred Qualifications

    + Bachelor’s degree in accounting, business administration, finance, public administration or other closely related field as determined by the agency.

    + Experience serving as a Cash Manager, Finance Manager, or similar financial leadership role in a public sector or government setting.

    + Familiarity with Minnesota’s SWIFT system or similar state accounting and reporting platforms.

    + Experience preparing for audits and coordinating with oversight bodies such as AFS and MMB

    + Experience designing and implementing internal controls in a new or evolving program.

    + Proficiency in Excel and familiarity with data or reporting tools.
