    Summary The duties of the VISN 7 Health Network Supervisory Chief of Prosthetics are to administer, supervise, or perform work concerned with rendering Prosthetic and Sensory Aids Services (PSAS) to disabled patients. The Supervisory Chief of Prosthetics is responsible with providing services for Veterans in the VISN 7 Dublin, GA area. Responsibilities Formulates, presents, executes and analyzes organizational budgets. Develops the annual specific- purpose budget for the medical center and submits it for review to medical center leadership and the VISN 7 Prosthetics Lead. Evaluates financial trends and determines compliance with agency guidance. Executes the budget on a facility program level through coordination with the VISN 7 Prosthetics Service Line. Coordinates assigned budget segment and planning processes in order to inform upper management on key issues, to impact Agency processes and decision-making, or to plan the facility budget for the upcoming fiscal year. Gathers information for assigned programs and reviews budget formulations and workload analysis submissions. Monitors budget allocation and execution to ensure that operating program objectives are met Performs in-depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis, program trade-offs, and exploring alternative methods of funding. Monitors the use and rate of expenditure of budgeted funds in assigned areas through continuing dialogue with facility administrative and clinical staff, review of written documents, and examination of obligation s and expense totals. Responsible for determining facility personnel requirements and controlling expenditures. Determines resource requirements and recommends resource allocations based on priorities and needs. Follows the network business plan through the coordination and cooperation of the facility 's prosthetic program. Ensures that the facility's Prosthetics program, functions, abilities and plans link to and effectively support the overall VHA, VISN 7 Prosthetics Service Line goals, plans and programs. Effectively supports VHA, Network VISN 7 Prosthetics initiatives. Supports Network goals, objectives and achievements with internal and external stakeholders. Identifies unique opportunities to expand quality, access and timeliness of care to veterans at the medical center. Conducts cost-effectiveness studies for the program. Considers all aspects of new or established programs, including statutes, policies, objectives, workload models, resource estimates and utilization issues, constraints, impacts and concerns related to other organizational components. Leads cost effectiveness studies for operating administrative programs. Prepares reports and briefings on results of studies and is for the collection, interpretation, and analysis of quantitative and qualitative data relevant to programs being evaluated. The incumbent must plan for future needs and development, implement both the medical facility's regulatory policies and procedures, maintain liaison with other medical services to obtain necessary support of prosthetic activities, and represents the prosthetic activity on medical facility committees. The incumbent is a key advisor and serves as the authoritative source on all prosthetic matters and participates in and provides technical advice regarding significant planning and decision-making actions initiated within the facility. This requires extensive knowledge of the complex budget process. Manages procurement for the medical center's Prosthetics Program. This may include distributing national prosthetic contract requirements and guidelines as part of the National Prosthetics Clinical Management Program (PCMP) to staff, reviewing PCMP contract compliance, ensuring usage of Federal Supply Schedule (FSS) contracts, and VISN 7 contracts and blanket purchasing agreements (BPA), preparing procurement requests, evaluating proposals for work, acting as a COR for procurements and Carl Vinson VAMC prosthetics contracts, and/or maintaining procurement and contracting records. Manages contracting and procurement for small procurements that require varying approaches. May initiate and prepare contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performs costs analyses, ensures prosthetics programs solicit bids for open market purchases above $10,000 when working with contracting, and may write sole source justifications, and communicates both orally and in writing with contractors. Manages facility prosthetic staff that prepares and review purchase orders for supplies and non-expendable property such as specialized equipment necessary for our veteran patients. Exercises authorizations for obligation and expenditures of funds. The incumbent is responsible for the overall program planning, developing, implementing, directing and controlling the prosthetic programs at this facility and its services activities as well as having the responsibility for meeting VISN 7 Prosthetics Service performance measures. See Chapter 2, section D, paragraph 5a, this part. Experience and Education. Individual must meet at least one of the requirements below. Experience. One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spread sheet development, and database management; and ability to work independently and as a member of a team; OR Education. A bachelor's degree from an accredited educational institution AND at least24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. KSA's for the GS 12 are listed below: Demonstrated Knowledge, Skills, and Abilities are: Knowledge of legal, ethical, and professional standards applicable to providing home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, or orthotics/prosthetics services. Ability to manage, interpret, and present fiscal data (i.e. fund controls, contracts and equipment expenditures), forecast resource and equipment needs and administer an allocated budget. Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics. Ability to perform the full range of supervisory duties, including responsibility for assignment of work to be performed; assessment of competencies; evaluation of performance; selection of staff; and recommendation of awards, advancements, and disciplinary actions. In addition to the experience above, the candidate must demonstrate all of the following KSAs of the GS13 Knowledge of directives, handbooks, clinical practice guidelines, and regulations that apply to Prosthetic and Sensory Aids Service to resolve complex, controversial, or precedent-setting matters. Ability to manage specialty prosthetic services. This includes the ability to provide specialty services based on the unique needs of the patient. Skill and ability to effectively advise senior management officials. Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics. Ability to supervise/manage through subordinate supervisors the activities of prosthetic representatives that have diverse functions. Ability to establish and monitor productivity standards and production and performance priorities. The full performance level of this vacancy is GS 13.
