    Senior Accountant

    (Full Time, Exempt)

    Hiring Range is $71,392 to $88,500 annually based on qualifications, education and experience as it relates to the position.

    Position Summary:

    Under general direction of the Director of Finance, this position performs complex technical accounting duties in support of the Finance Department including examination, verification, analysis, and reconciliation of financial records while ensuring compliance with applicable accounting laws, regulations, and Generally Accepted Accounting Principles (GAAP). Manages the Finance Department routine processes as well as supervises, mentors, trains, and provides backup for all Finance staff. Manages District's cash, general ledger, and account reconciliations, as well as all finance computer system maintenance and upgrades. Assists with District's Comprehensive Annual Financial Report (CAFR), yearend processes, annual financial audit, and budget. Responsible for special projects as assigned by the Director of Finance. Performs duties in a manner consistent with the stated values of the organization.

    Essential Duties:

    + Assists the Director in carrying out the Department’s vision, mission and goals. Promotes and fosters an organizational culture based on superior customer service, the guiding principles and values of the District and its mission to the community.

    + Oversees the daily operations and staff of the assigned areas within the department with a strong focus on delivering effective services.

    + Supervises, mentors, instructs, and assists the Finance staff in performing their daily duties and ensures timely processing of routine accounting functions. Assigns work, tasks and projects, and provides back-up support as needed. Performs or oversees the hiring, reviewing and planning work of full-time and part-time staff. Allocates staff, recommends employee transfers, promotions and salary increases. Ensures compliance with applicable personnel guidelines and employment law. Performs annual performance review of assigned staff.

    + Identifies, researches, and assists in the correction of problems or issues. Approves emergency procedures or payments in the absence of the Director of Finance.

    + Assists with preparation and submission of the District's annual budget to State of Colorado, Government Finance Officers Association (GFOA), and other required entities.

    + Evaluates internal controls and oversees performance of internal audits.

    + Responsible for cash management and debt payments.

    + Manages month end procedures including journal entries, reconciliations, and adjustment to ensure accurate financial records.

    + Ensures compliance with applicable accounting laws, regulations, and GAAP.

    + Acts as a liaison for issues regarding the District's accounting software and technical support. Troubleshoots problems as needed. Serves as back-up Plan Administrator for District's purchasing card program. Troubleshoots software issues and is responsible for problem resolution with both staff and vendors.

    + Responds tactfully, respectfully and in a timely manner to inquiries and problems in person, through email, phone and mail by providing helpful information and explanations in-line with District policies and procedures. Thoughtfully handles confrontational or stressful interactions.

    + Coordinates services and activities of assigned areas with other District areas, local agencies, State governmental agencies, and other community partners.

    + Attends and participates in staff meetings, trainings and, orientations.

    + Attends and participates in professional group meetings; stays abreast of new trends and innovations in the assigned area.

    + Attends work on a regular, reliable and punctual basis.

    Education and/or Experience:

    + A Bachelor's Degree in Accounting or Finance.

    + Four (4) years of experience in the field of accounting that includes one (2) years of supervisory experience.

    + Any combination of experience, training and education that demonstrates the required knowledge, skills and abilities to perform the essential functions of the position may be considered.

    Licenses, Certifications, and Other Requirements:

    + Licensed Certified Public Accountant designation preferred.

    + Member of American Institute of Certified Public Accountants (CPAs), Colorado Society of CPAs, GFOA, Colorado GFOA or other relevant accounting/finance associations preferred.

    + Must possess a valid Colorado Driver License or the ability to obtain upon hire and maintain an acceptable driving record.

    Necessary Knowledge, Skills and Abilities:

    + Thorough knowledge of Government Finance and Accounting procedures.

    + Thorough knowledge of Microsoft Excel and other Microsoft applications.

    + Solid organizational skills with excellent accuracy and attention to detail.

    + The ability to successfully analyze data, meet deadlines and provide accurate professional documents and complex reports under tight deadlines.

    + Strong supervisory and mentoring skills with the ability to effectively direct and supervise comprehensive accounting functions.

    + Ability to set priorities and make adjustments as needed to effectively manage multiple projects and organizational priorities.

    + Ability to recognize and deal with administrative problems in a constructive manner.

    + Excellent communication skills to express facts, data, and ideas clearly and concisely both orally and in writing; build consensus with District personnel; and negotiate contract elements with consultants and contractors.

    + Must be highly motivated and take direction well.

    + Ability to work independently and with a team in a fast-paced and high-volume environment with emphasis on accuracy and timeliness.

    + Excellent interpersonal skills with the ability to provide outstanding customer service, establish and maintain effective working relationships, and interact with others in a professional manner.

    Material and Equipment Used:

    + Uses standard office equipment including a desktop computer, 10-Key calculator, phone, printer, and photocopier.

    + This position is required to drive a personal motor vehicle to various off-site facilities.

    Working Environment:

    + Works primarily in a clean, comfortable office environment subject to interruptions and background noise.

    Physical Requirements:

    + Sedentary work for long periods of time.

    + Occasional physical work lifting up to 10 pounds.

    + Occasional lifting, carrying, walking and standing.

    + Occasionally required to use hands and fingers to handle or feel objects, tools or controls; reach with hands and arms; and stoop, kneel, crouch or crawl.

    + Frequent hand/eye coordination to operate personal computer and office equipment.

    + Vision for reading, recording and interpreting information.

    + Speech communication and hearing to maintain clear and effective communication. Must understand and be understood.
