**Position Title:** Budget Analyst
**Location:** Crystal City, VA (onsite)
**Clearance Requirement:** Active Secret Clearance

Position Summary
Teksouth is seeking a **Budget Analyst** for budget administration, formulation, and execution of operations and maintenance. Budget Analysts will utilize and enhance their skills in either budget formulation or budget execution and analysis by supporting the Chief Digital and Artificial Intelligence Office in its mission to accelerate DoD adoption of data, analytics, and artificial intelligence (AI) from the boardroom to the battlefield to enable decision advantage.
For this role, significant experience with the **Defense Agencies Initiative (DAI)** system is a critical requirement. You'll be leveraging DAI daily to manage financial transactions and ensure fiscal accountability within a dynamic government environment. We're looking for someone who can hit the ground running with DAI, understanding its nuances to drive efficient and transparent financial operations.
Responsibilities
+ Provide budget formulation, justification, and execution support
+ Analyze, monitor, and report financial data using DAI and other financial systems
+ Provide support during audits, reviews, and data calls
+ Create and compile funding packages, including required documentation, justifications, and financial forms, to support the obligation of funds per agency guidelines and fiscal law.
+ Input requirements into **DAI** for commitment and acceptance (obligation)
+ Follow up with mission partner(s) to ensure prompt obligation
+ Research and follow up on Unliquidated Obligations (ULOs) listed on the DAR-Q (Detailed Accounting Report - Quarterly) to ensure timely de-obligation or resolution in compliance with financial management policies.
+ Provide decision support to your directorates and answer questions using financial data
+ Attend Directorate and Acquisition meetings to ensure synchronization among the teams.
+ Support the continued development of auditable annual financial statements
+ Establish obligation and expenditure plans for active year appropriations, monitor execution throughout the fiscal year, and provide analysis at the requirement, office, sub-project, project, or appropriation level, as required
+ Plan for and review Independent Government Cost Estimates
+ Maintain an accurate record of all financial and programmatic changes across execution years and future years' defense program (FYDP)
+ Provide support in the preparation of the budget planning documents, including R-Docs
Qualifications
The Budget Analyst will perform well if they have the following skills:
+ All levels of experience as a **Budget Analyst for DOD and other Government agencies; OSD level experience preferred**
+ **Mandatory hands-on experience and proficiency with the Defense Agencies Initiative (DAI) system are required.**
+ Ability to operate and update the financial tools and systems to include **DAI** , Advana, and other financial systems as required
+ Knowledge of OSD budgetary principles and procedures
+ Must be proficient in Microsoft Excel, MS Word, and PowerPoint
+ Skill to recognize when decisions or information should be referred to a higher authority
+ Must have excellent oral and written communication skills
+ Demonstrated knowledge of acquisition management regulations, practices, policies, and procedures, including major system acquisition lifecycle resource planning practices and procedures, and Acquisition Program Baseline development and PMPs
+ Bachelor's degree required, preferably in math, finance, engineering, business, accounting, or the sciences. In lieu of a 4-year degree, additional years of experience may be considered.
