    Duties Description As an Investigative Specialist 1 (Narcotics) you will investigate complaints involving the diversion and illicit trafficking of controlled substances, according to the rules and protocols established by the Department of Health and the Bureau of Narcotic Enforcement (BNE), and will be required to initiate, develop, and complete investigations culminating in civil and criminal referrals in a timely and professional manner. You will utilize a variety of in-house and field investigative techniques including the analysis and use of data reported to BNE, to produce written reports, identifying applicable charges of violations of Article 33 of the Public Health Law and the Penal Law. Reports will be completed in the specified BNE format. You will work closely with the Division of Legal Affairs in addition to local, state, and federal law enforcement officials in the course of your duties. You will be required to carry a weapon and be prepared to effectuate arrests. You will also be required to conduct routine inspections of facilities regulated by BNE.

     

    Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year or more of permanent or contingent-permanent competitive status or 55bc service in a title allocated to a G16 or higher and eligible for transfer via Section 70.1 of the NYS Civil Service Law. Non-competitive Candidates via NY HELPS: Six years of experience in a field investigative position conducting interviews of witnesses and others, taking written statements and affidavits, collecting and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings. Types of Investigative experience that could be considered qualifying: experience in such positions as police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, in an investigative position involving trial preparations and detailed reports, or investigations within a branch of the Armed Services are examples which meet the Minimum Qualifications. Examples of non-qualifying experience include but are not limited to: experience in routine police patrol work, security guard or related security position, tax collector, collector of delinquent accounts, credit checker, legal assistant/attorney, hotel or store detective, loss prevention officer, parole officer, correction officer, guard, inspector, or experience in adoption and/or foster care placement.**An associate degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security can substitute for two years of specialized experience; and a bachelor's or higher degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security can substitute for four years of specialized experience.Preferred Qualifications: Strong written and oral communication skills. The applicant must possess excellent organizational skills, be able to work independently and with a cross-functional, multi-disciplinary team. Ability to manage multiple tasks and priorities. Data analysis capabilities. Ability to formulate investigative strategies and make program recommendations based upon data analysis.

     

    Additional Comments Periodic overnight in-state travel is required; including travel to some areas that may not be served by public transportation. You must possess a valid license to operate a motor vehicle in New York State at the time of appointment and continuously thereafter. Candidates are required to meet the requirements for Peace Officer status and physical/medical standards and maintain active status. Must possess or obtain a NYS pistol permit and retain continuously thereafter. Appointment is subject to satisfactory completion of a criminal history record check.DOH’s Telecommuting Pilot Program for NYS DOH staff has been extended.
