    Duties Description The Deputy Director for the Office of Health Equity and Human Rights (OHEHR) will provide administrative, strategic, fiscal, and operations leadership and oversight of the OHEHR portfolio of public health programs, including the AIDS Institute, the Center for Diversity, Equity and Inclusion, and the Center for Health Equity Impact Assessments. The position will also be responsible for the day-to-day management and oversight of two Centers within OHEHR (Center for Diversity, Equity and Inclusion and the Center for Health Equity Impact Assessments) as well as the OHEHR Executive Team, which plays a critical leadership, policy formulation, fiscal/contract management, and coordination role to ensure OHEHR achieves its charge and responsibilities. The Deputy Director will also lead and regularly convene OHEHR’s Leadership Team, comprised of leadership across OHEHR’s Centers and Executive Team, responsible for cultivating multidisciplinary, cross-program collaborations and strategic partnerships. OHEHR leads the New York State Department of Health’s (DOH or Department) commitment and strategy to be a diverse, anti-racist, equitable, and inclusive organization. The mission of DOH is to promote and protect health and well-being for all, building on a foundation of health equity. OHEHR is responsible for setting and implementing an overarching vision and framework of health equity and diversity, equity, and inclusion (DEI) at the leadership, programmatic and administrative levels. Reporting to the Deputy Commissioner for OHEHR, the incumbent’s responsibilities will include • Providing administrative, strategic, fiscal, and operations leadership and oversight of the Office of Health Equity and Human Rights portfolio of public health programs.• Ensuring OHEHR's daily and long-term operations are effectively working toward the Department’s goal of protecting and promoting health and well-being for all New Yorkers, building on a foundation of health equity;• Leading the formulation, review, and administration of policies and programs within OHEHR's purview, aimed at addressing systemic inequities by ensuring equity principles are embedded into the provision of high-quality, affordable, competent, accessible public health and health care services for all New Yorkers;• Providing direct day-to-day management and oversight of the Center for Diversity, Equity and Inclusion and the Center for Health Equity Impact Assessments;• Managing the day-to-day operation of OHEHR's Executive Team, which is responsible for conducting intra-Office and Departmentwide activities related to the advancement and implementation of health equity principles, policy formulation, fiscal/contract management, meeting convening and facilitation efforts (including advisory bodies, councils and committees), and coordination within and across Centers;• Assisting the Deputy Commissioner with identifying, adapting, and implementing innovative models and modernization related to applied practice of health equity and diversity, equity and inclusion (DEI); and fostering intra-Office and Departmentwide collaborations aimed at advancing applied practice of health equity and/or diversity, equity and inclusion (DEI);• Providing administrative, contract management, and fiscal management leadership in the Office of Health Equity and Human Rights (including but not limited to contracts, vendor responsibility forms, memorandums of understanding, travel, fiscal expenditures, expenditure plans and reports, and Internal Controls);• Leading OHEHR's hiring strategy and position prioritization including reviewing and preparing requests and creative recruitment strategies for new positions, reclassifications, and hiring target increases;• Convening OHEHR's Leadership Team and lead related activities aimed at cultivating multidisciplinary, cross-program collaborations and strategic partnerships;• Overseeing the development of State budget recommendations, State of the State proposals, budget briefings and ongoing fiscal management; and lead coordination of OHEHR's emergency preparedness activities;• Representing the Deputy Commissioner of OHEHR as needed;• Leading development of programmatic and operational goals and objectives across OHEHR priorities, programs, and initiatives, and evaluate program performance, accomplishments, and effectiveness, and;• Providing strategic policy and programmatic recommendations, data and expertise to the Deputy Commissioner, Commissioner of Health’s Executive Leadership Team Staff, and the Office of the Commissioner when appropriate.

     

    Minimum Qualifications Ten years of professional level experience, four of which must have included managerial, decision-making, and/or oversight responsibilities of a major governmental public health or related program, or in the direction of a major administrative function of a large governmental health related organization, including supervision of staff. Substitutions: A bachelor’s degree may be substituted for four years of the general professional level experience; a JD or master’s degree may substitute for an additional one year of general professional level experience; and an MD or PhD may substitute an additional for two years of the general professional level experience.Preferred Qualifications: Experience with applied practice of the principles of health equity (i.e. health inequities, health disparities, social determinants of health) and/or diversity and inclusion (D&I)/diversity, equity and inclusion (DEI); strong administrative background; experience in policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources related to public health programming and/or health care delivery; experience in leading teams of professional and support staff; familiarity with New York State government policies, programs, and operations; experience working within or closely with the New York State Executive branch of government; experience with convening and engaging diverse stakeholders; excellent verbal and written communication skills; skilled in review and editing of documents for both internal communications and public viewing; ability to multi-task in a fast-paced environment, and; experience supervising and supporting a leadership team.

     

    Additional Comments This is a full-time appointment. This position may be filled in Albany or New York City depending on agency needs.
