    Duties Description • Assist with the development of policies and procedures. • Monitor sources of information for situational awareness of incidents that may adversely impact areas of New York State.• Serve as the OSEM first point of contact. • Research, analyze, and report on program activities.• Perform administrative tasks to ensure documentation, contact lists, and data are up to date in all locations.• Assess and evaluate information using educational and background ability to reason clearly and make sound judgments.• Attend intra-agency meetings, committees, and exercises to support the Department’s emergency preparedness, response, recovery, and mitigation efforts.• Attend inter-agency meetings and exercises to build relationships with outside partner agencies and to strengthen the Department’s preparedness, response, recovery, and mitigation efforts across the State.• Assist in conducting necessary emergency event preparation activities (i.e. AED /CPR trainings, fire drills).• Maintain and update necessary Department required plans (i.e. Continuity of Operations Plan (COOP), Emergency Management Operations Protocol (EMOP), Location Emergency Action Plans (LEAP), etc.).• Travel may be required, including during evening and weekends. • Perform other duties and special projects as required.Preferred Qualifications: Ability to initiate and maintain relationships across a diverse set of stakeholders.

     

    Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.NY HELPS Non-Competitive Minimum Qualifications:Four years of emergency management experience coordinating and implementing emergency management and disaster preparedness programs; preparation or modification of disaster plans; preparing, modifying, and presenting of disaster educational training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System; and managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.Substitution: An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. *Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency.
